As an Economist in the Directorate for Economic Analysis, the incumbent will be involved in the economic analysis of CPSC actions, including the regulatory and regulatory flexibility analyses that are required before the CPSC can promulgate new rules or regulations. In carrying out these duties the incumbent will be responsible for:

  1. Undertaking economic surveys of consumers and businesses, studies of injury costs, and evaluate the economic, societal, and environmental impact of product safety rules and standards,
  2. Collecting and describing market information
  3. Performing cost-benefit and other analyses of agency actions
  4. Participating in the construction of economic models predictive of market, industry and consumer behavior
  5. Conducting quantitative analysis of data, including evaluation of CPSC policies and activities; and
  6. Working closely with Agency epidemiologists, engineers, and other staff in a team framework, and presenting results of analyses to Agency officials and Commissioners.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-11: Experience with economic analyses involving estimating benefits and/or costs of a regulation or project.

GS-12: Experience in designing and carrying out studies to determine the economic impact of regulatory or other government actions or projects on such things as costs, prices, businesses practices, consumer behavior, and so forth and presenting the findings in memoranda, technical reports, or presentations.

GS-13: Experience in planning and carrying out benefit-cost analysis of regulatory actions or methodological studies of benefit-cost analysis, risk assessments, or developing and managing contracts for these studies; and presenting the findings in reports, memoranda, or presentations for a variety of audiences.

Education

Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify:

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic education requirements indicated above, applicants must have specialized experience and/or directly related education in the amounts shown below:

GS-11: Applicants must have 1 year of specialized experience (as stated above) equivalent to at least the GS-9 grade level OR a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR a combination of specialized experience and education.

GS-12: There is no substitution for specialized experience for this grade level. Applicants must have 1 year of specialized experience (as stated above) equivalent to at least the GS-11 grade level.

GS-13: There is no substitution for specialized experience for this grade level. Applicants must have 1 year of specialized experience (as stated above) equivalent to at least the GS-12 grade level.
