Help

  • Serves as an Information Assurance Officer.
  • Manages the Computer Security Program.
  • Responsible for the System Security Engineering Management (SSEM) and Program Protection Planning (PPP) of highly classified Special Access Programs (SAPs).
  • As an IA Specialist, participates in management discussions, meetings, committees, or special projects.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate;

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

Specialized Experience for GS-7 (or equivalent) and Above:
Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying IT security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources. Evaluating circumstances to recognize and define potential vulnerabilities. Conducting information security awareness through initial and recurring information protection training. Evaluating security technology changes. Presents clear, concise, and well-structured presentations that address designated issues.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a full range of network system (LAN/WAN0 and software design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining services that support functional requirements.
  2. Knowledge of the network architecture, security requirements, interrelationships, operating modes, configuration, topology, and protocols typically found in the base level.
  3. Knowledge of network operating and maintenance concepts and n1ethods to troubleshoot net\vork problems.
  4. Significant knowledge of security policies, procedures, and directives in support of Special Access Programs, and knowledge of complex configuration management techniques and requirements appropriate to managing both classified and unclassified systems.
  5. Skill in written and oral communications to prepare written guidance and decisions, to explain, and/or defend decisions to other AF staff agencies.
  6. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission.
  7. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from a security and operational perspective.
  8. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements to include protection from the latest threats and advancement to information systems.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
