Duties

Help

This position is located within the Emergency Management/Force Readiness staff at United States Coast Guard (USCG) Sectors and Marine Safety Units. The incumbent is responsible for the port recovery and resiliency implementation and enforcement of the Security and Accountability of Every Port (SAFE Port) Act of 2006, Executive Order 10173, as amended, the Ports and Waterways Safety Act of 1972, as amended, Maritime Transportation Security Act (MTSA) of 2002, and other Coast Guard maritime security and recovery enabling authorities at the Sector level. 

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Ensures that Maritime Transportation System Recovery Plan (MTSRP) and Salvage Response Plan (SRP) are developed, approved, and maintained in accordance with applicable regulatory and policy requirements.
  • Provides preparedness planning and incident management technical support for recovery aspects of other port-level contingencies and plans, including Area Contingency Plans (ACPs) and resumption of maritime commerce.
  • Provides input to revise policy and guidance for planning, conducting, and evaluating contingency exercises and events.
  • Responsible for advising USCG elements developing other contingency plans and contingency coordination events that have recovery aspects contained therein.
  • Serve as technical expert, exercising independent judgment in developing and maintaining relationships with various stakeholders in the government and private industry to further port recovery, MTS resiliency, and salvage response.
  • Provides maritime recovery and resiliency preparedness planning, subject matter expertise, and technical support for MTSRP, as well as aspects of the AMSP, SRP and other emergency preparedness plans as necessary. Responsible for incorporating the concepts of resilience into the operation and management of the MTS.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To Qualify for the GS-12 Grade Level:  Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Examples of specialized experience includes: 

- Coordinating a variety of sensitive and complex tasks encompassing the entire spectrum of maritime and port security.
- Leading or assisting in the evaluation of Facility Security Plans (FSP) and Alternative Security Plans (ASP).
- Assisting/evaluating compliance with the Maritime Transportation Security Act (MTSA).
- Knowledge of physical security, counterterrorism, exercise development, and plan writing as it relates to the maritime domain.
- Risk-assessment review, development, and evaluation experience.
- Planning and organizing security exercises.
- Serving as spokesperson/representative at public meetings, industry meetings and briefings related to maritime and port security.
- Developing maritime security plans or security plans.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
