Help

You must perform the following major duties:

Systems Analysis:

Manages and directs multiple highly complex and innovative IT systems initiatives, program functions, and/or projects.

Performs needs analysis to define opportunities for new or improved business process IT solutions (e.g. software, applications, programs, and/or services).

Conducts feasibility studies and trade-off analyses.

Determines the size, skills, and roles necessary for teams to produce deliverables.

Defines and applies or provides for application of metrics to monitor and evaluate IT solution progress and success.

Supervisory Duties:

Plans and assigns work. Sets and adjusts priorities and monitors progress in completion of assignments. Develops performance standards and evaluates work performance of subordinates.

Stakeholder Engagement:

Partners with employing agency program, project, product, and other involved stakeholders to facilitate and achieve agency, program office, and stakeholder goals and objectives.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $136,908 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the federal service.

Specialized experience is defined as:

  • Supervising the work of an organization through efforts involving identifying, developing, delivering, and/or supporting introduction of new technologies to rework IT business practices and delivery.
  • Performing system analyses, application of process reengineering concepts, and new information technology sufficient to define opportunities for new, improved, or enhanced business process IT systems solutions.
  • Developing and interpreting guidelines, procedures, and strategies governing planning and delivery of IT systems solutions.
  • Applying interrelationships of multiple IT specialties.

Also, you must have IT-related experience demonstrating EACH of the four competencies as described below:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of the latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reading trade journals, participating in professional/technical associations, maintaining credentials, etc.).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

  4. Ability to communicate complex technical requirements to non-technical personnel.
  5. Skill in preparing and presenting briefings to executive staff members and other management and staff officials on complex/controversial issues.
