The incumbent serves as the principal advisor to the Deputy Chief Information Officer for Command, Control, and Communications (DCIO C3) and supports by promulgating guidance and providing functional expertise to the CIO in order to shape the joint information environment by managing the integration of various technical disciplines and projects toward a cohesive military capability for the warfighter regarding the C3 information infrastructure environment.
Summary
The incumbent serves as the principal advisor to the Deputy Chief Information Officer for Command, Control, and Communications (DCIO C3) and supports by promulgating guidance and providing functional expertise to the CIO in order to shape the joint information environment by managing the integration of various technical disciplines and projects toward a cohesive military capability for the warfighter regarding the C3 information infrastructure environment.
The Principal Director to the DCIO (C3) is responsible for providing technical advice and counsel to the DCIO in the areas of C2, communications, spectrum management and positioning, navigation, and timing (PNT). Major duties and responsibilities will include, but are not limited to the following:
Provides technical expertise to the DCIO (C3), the DoD CIO, and Deputy CIOs (DCIOs) on all matters to include joint and allied interoperability related to communications capabilities which includes technical disciplines ranging from communications and electronic component technology to highly complex systems that involve qualitative and quantitative analyses employing a variety of disciplines.
Provides guidance related to the integration and synchronization of defense-wide communications and infrastructure programs and efforts to achieve and maintain information dominance for DoD.
Leads development of DoD policies and strategies for design, architecture, interoperability standards, capability development and sustainment of critical C2 and communications needed to support National Security / Emergency Preparedness, COOP/COG, and Defense and National Leadership Command Capabilities.
Provides guidance and oversight of DoD's space-based PNT infrastructure in support of DoD's activities supporting the National Space-Based PNT Executive Committee and U.S. Space-Based PNT policy.
Provides senior technical advice regarding DoD spectrum and broadband communication issues before the Department of Commerce/ National Telecommunications and Information Administration.

Qualifications
MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. An extensive technical background and broad understanding of the management of major communications systems and associated programs - to include networks associated with those systems - in the Federal government, a state or local government, or a large corporation.
Demonstrated expertise and experience in the employment of C3 systems for command and control and other critical communications functions for a complex, hierarchical organization with global operations and interface - specifically at the Federal, state or local government level or within a large corporation.
A proven ability to integrate and synchronize the development of prototype communications and network programs within a large government entity or private corporation - to include demonstrated experience in complex engineering development initiatives that emphasize C3.
