Duties

Help
  • Conducts research/gathers and maintains environmental data relating to mitigation of impacts and restoration of surfaces/mine features. This action includes record research of abandoned mine features and access roads to verify locations.
  • Coordinates and participates in inspections to identify sites needing additional work to achieve adequate restoration.
  • The incumbent may serve as a member of a Field/District office interdisciplinary team dealing with issues concerning hazardous waste cleanup or environmental protection.
  • Correlates environmental data and adapts/applies computer modeling techniques to simulate changes in air, water, soil, and other factors that may affect human health and the environment. Provides results of environmental analysis for consideration.
  • Arranges and participates in the inspection of locations for proposed operator and corporate production actions to determine the potential impacts of the operations and makes recommendations on implementation of mitigating measures to reduce impacts.
  • Participates in conducting related inventories and monitoring activities that support land use plans and conducts follow-up actions to releases and spills such as recovery and mitigation.
  • Assists in the coordination of research projects and the preparation of grants, agreements, and/or contracts for hazardous materials cleanup, site remediation, and environmental assessments.
  • In cases of non- compliance and trespass, the specialist works with law enforcement to ensure compliance of liable parties with applicable laws and agreed upon contracts.
  • Coordinates/consults with senior specialists, local Tribal Councils, State/Federal Agencies, government officials, special interest groups, and members of the public concerned with proper protection/conservation of various ecosystems/communities.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

You must possess one year of specialized experience equivalent to at least GS-09 in the federal service. Specialized experience is further defined as work involving use of policies, organizational processes, operations, work practices, and environmental parameters of regulated industries and Federal agencies, States, or other entities sufficient to obtain information, evaluate compliance, and recommend necessary changes to control measures and best management practices. OR - completed the requirements for a Ph.D. or equivalent doctoral degree OR - 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR -an equivalent combination of the specialized experience and education described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The individual works in an office setting however, considerable field work is needed in order to gather data and perform on site evaluations. The individual may be required to walk or ride vehicles over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples.

Work Environment: The work is performed in an office setting. However, when necessary to complete the work, there may be considerable outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather. The incumbent may be subjected to hostile wildlife, chemical and physical hazards.

Education

This position falls under the Group Coverage Qualification Standard for Administrative and Management Positions, there are no Individual Occupational Requirements for this series.

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.

The salary ranges for duty locations are as follows:
Las Vegas, NV: $70,447-$91,578
Reno, NV: $69,107-$89,835

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit.
