As a AIRCRAFT LOADMASTER (INSTRUCTOR), GS-2185-10, you will provide ground and flight training instruction for developing, upgrading, and evaluating the skills of aerial refueling aircrew members; as the sole enlisted aircrew member performs aerial refueling technician duties on assigned missions; and assists the pilot in the operation of the aircraft by performing duties associated with loadmaster, flight engineer and navigator positions.

Performs preflight inspection of the interior and exterior of the aircraft, to include engines, fuselage, and control surfaces for mechanical and structural soundness. Functionally checks all aircraft systems, flight instruments, and onboard computers e.g., Communications Navigation Identification Unit, Heads Down Display (HDD), the Self Contained Navigation System (SCNS), Inertial Navigation System (INS), Traffic Alert and Collision Avoiding System (TCAS), Ground Collision Avoidance System (GCAS) and Multi-functional Control Display. Inputs data into onboard computer systems. Updates Air Traffic Information System (ATIS) information and Take Off and Landing Data (TOLD) as required. Advises maintenance personnel of any items requiring corrective action or affecting safety of flight.

Instructor/Evaluator duties and responsibilities include providing ground and flight training to develop and upgrade the skills of assigned Air National Guard and Active-Duty aircrew members, administering flight evaluations of aircrew members and instructors, and evaluating the effectiveness of the aircrew training program for the squadron commander. In-Flight Refueling requires knowledge of the full range of crew duties and responsibilities to include knowledge of methods of instruction; knowledge of aircrew training program requirements, procedures, and standards of performance; and skill to apply this knowledge in planning, developing, and executing unit training and evaluation programs. Conducts training that maintains the highest level of combat mission-ready proficiency of assigned crew members, instructors and examiners. Determines training requirements by analyzing unit training objectives, missions, combat readiness reports, flight examination reports and directives. Develops lesson plans in accordance with syllabus courseware. Develops, establishes, validates and maintains unit training programs. Reviews prior training and experience records of newly assigned refuelers to determine and plan the type and level of training necessary to achieve the required level of proficiency or skill. Prepares individual training records, along with a training syllabus with projected units of training required. Provides course outlines and adapts lesson material to meet the training needs of particular situations or students and/or supplement existing training materials with approved texts. Provides feedback on contractor course-ware and instructional effectiveness.

Instructs students on inflight duties and administers all receiver category certifications. Is responsible for all student actions and assumes control of flying boom and/or direct emergency breakaway procedures to prevent aircraft collision and loss of multimillion dollar assets. Prepares written critiques of student performance for each flight and debriefs on performance. Makes final recommendation to the squadron commander on when a student is declared proficient and allowed to refuel without instructor supervision.

Conducts classroom instruction to individual or groups of Inflight Refueling Technicians and Pilots for initial, upgrade, recurring continuation training, and Mission Ready Combat Training (MCT). Conducts classroom training on new or revised publications, and provides demonstrations on aircraft procedures and equipment. Prepares and conducts classroom lectures, demonstrations, group discussions and seminars to all crewmembers including Pilots. Instructs Pilots and other Refuelers on Crew Resource Management (CRM) and the importance of cockpit situational awareness, effective communication and teamwork, focusing on aircraft safety. Provides ground and flight continuation training to other refueling specialists as operator/instructor on Boom Operator Simulator System (BOSS) and/or Boom Operator Weapon System Trainer (BOWST). Instruction includes normal and emergency procedures and Distributed Mission Operations (DMO) to include developing simulator training profiles. Prepares and conducts briefings for maintenance personnel, and receiver pilots, as required. Instructs during mission preparation on aircrew duties and air refueling procedures.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.

Military Grades: E1-E8

Participation in direct deposit is mandatory.

For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).

GENERAL EXPERIENCE: Experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight.

SPECIALIZED EXPERIENCE: Must possess and document in detail at least 30 months of specialized experience which has provided the applicant with (1) experience in performing flight engineering work supporting the operation of heavy multiengine aircraft, (2) experience in controlling and operating aerial refueling systems aboard tanker aircraft, (3) experience in loading, positioning, and securing cargo in transport aircraft, (4) experience which demonstrates the applicant's ability to arrange and conduct training sessions, and (5) experience which demonstrates the applicant's ability to communicate both orally and in writing.

Other Requirements:
Military duties and responsibilities require the loadmaster to prepare for operations in a variety of conditions and hostile environments. When operating in a chemical/biological environment in flight, incumbent performs duties wearing the Aircrew Chemical Defense Ensemble (ACDE). While wearing the ensemble, incumbent is subject to complications of heat exhaustion, fatigue, hyperventilation, limited dexterity, reduced peripheral vision and hampered communication. Performs night airdrop operations under blackout conditions. Performs night air operations using Night Vision Goggles (NVG) during special operations air refueling rescue missions. Directs engine running on/off load special operations. Performs Alpha, Bravo and Charlie Alert to support rapid deployment of anti-terrorism response teams both CONUS and OCONUS. During ground operations in a chemical/biological environment, the loadmaster performs duties wearing the Ground Crew Ensemble (GCE). While wearing the GCE, incumbent is subjected to the same complications and limitations as the ACDE. The GCE is worn when searching for Unexploded Ordinance (UXOs) and performing chemical detection operations. The Loadmaster is required to complete an annual flight physical and maintain currency of the required series of immunizations for worldwide capability. The incumbent accomplishes physiological training and meets annual physical fitness testing standards and is required to maintain proficiency and currency in small arms training and water/land survival techniques to operate and survive in a hostile environment.

The job requires knowledge of the operating principles and characteristics of major aircraft systems: engine, fuel, electrical, hydraulics, fire suppression, environmental: the function of applicable controls, panels and indicators; and the skill to monitor/analyze operating conditions, diagnose problems, determine alternate procedures, and/or initiate corrective actions.
