The incumbent serves as a Special Agent in Charge (SAC) assigned to the Investigative and Technology and Analytics Division (ITAD).  The incumbent is responsible for strategic leadership within the assigned division. Selectee directs and oversees investigative support activities and law enforcement operations within the division and manages operational programs and funds that support investigations.

The incumbent maintains liaison with external organizations and academia to ensure that ITAD capabilities are current with the latest methodologies and advances in theoretical and applied computer science and engineering related to digital forensics and other operational technologies. The incumbent has experience in digital forensics, covert and overt surveillance tools and techniques, system software organization, quality assurance, security auditing protocols, system and application assessments, and architectural design in a digital forensic environment.

The incumbent acts independently, under the general direction of the Deputy Assistant Inspector General for Investigations, to plan, organize, supervise, and provide technical leadership and guidance to subordinate ITAD personnel. The incumbent is responsible for creating the Division’s strategic plan and ensuring that the plan, as well as the mission, vision, and values of OIG, INV, and ITAD, are communicated to the Division and integrated into Division goals, objectives, work plans, work products, and services. Ensures the availability and application of forensic and surveillance technology tools and data analytic platforms in support of INV’s complex criminal investigations of alleged violations of Title 18, U.S. Code, such as fraud against the government, bribery, conflict of interest, improper and false claims, misuse of funds, conversion of government property, embezzlement, kickbacks, and other fraudulent activities, and the effects of these activities on the programs and operations of the Department and USAGM. Performs a full range of supervisory tasks for six or more investigative, IT, or analytical staff at or above the full performance level.

The incumbent coordinates investigative and prosecutorial activities with federal, state, and local agencies as necessary. Writes and/or approves detailed reports of findings to be used in criminal, administrative, or civil proceedings. Testifies to investigative findings, as necessary, and assists authorities in the development and execution of judicial and/or administrative plans.

The incumbent prepares written performance appraisals on subordinate employees; reviews applications for vacancies, interviews candidates, and makes selections; determines the need for personnel actions; hears and resolves internal grievances and complaints; determines and initiates required disciplinary actions; approves leave; provides advice, counsel, and instruction to employees on administrative and work matters; and ensures a continuing affirmative application of OIG policies concerning equal opportunity.

PHYSICAL REQUIREMENT: The incumbent must pass periodic physical examinations, meet physical standards set by the Agency for the position, and otherwise fulfill the requirements for law enforcement positions of 5 U.S.C. 8336(c). 

Assignment Rotation:  this position is subject to a 2-3 year rotational assignment within the Office of Investigations (INV) at the same series and grade, or equivalent.  As the mission requires, the incumbent may be assigned to function as the SAC of any of the four Divisions within INV.

WORK SCHEDULE/LAW ENFORCEMENT AVAILABILITY PAY (LEAP): This position may be required to work "unscheduled duty" in excess of the 40-hour administrative workweek that special agents are required to work or be available to work.  to qualify for LEAP, Incumbents must work an average of 2 extra hours per day.

FIREARMS QUALIFICATION: This position requires the incumbent to meet the criteria for use of a firearm as established in the Homeland Security Act of 2002 (P.L. 107-296, Section 812) and meet training requirements in accordance with the State OIG Special Agent's Manual.

LAUTENBERG AMENDMENTS: This position authorizes the incumbent to carry a firearm.  any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C. Sec. 922(g)(91).

MOTOR VEHICLE OPERATION: Incumbent must possess and maintain a valid motor vehicle operator's license.


Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:  

  • Experience planning, organizing, supervising and providing technical leadership and guidance to a staff of Digital Forensic Special Agents and/or digital forensic analysts.
  • Experience evaluating information reported through developed or reported leads.
  • Experience developing policy and procedures for operational matters.
  • Experience coordinating investigative and prosecutive activities with Federal, state and local agencies.
  • Experience writing affidavits and detailed reports of findings.
  • Experience testifying to investigative findings.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

AGE REQUIREMENT: All applicants, except preference-eligible veterans, MUST be no more than 37 years of age upon entry into this position.  If you are 37 or older, or will reach your 37th birthday, but have previously served in a Federal civilian law enforcement position which may exempt you from this age restriction, you must submit a copy of the SF-50, Notification of Personnel Action, that you received in that position. If you are a preference-eligible veteran, you must submit a copy of your DD-214 or eligibility letter verifying your veterans preference eligibility.  You must submit SF-50's that indicate you have been covered under Special Retirement Coverage for a period of time that will enable you to complete 20 years of Federal service by the age of 57.

Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and pass a medical examination reviewed by an authorized government physician.

SECONDARY LAW ENFORCEMENT RETIREMENT COVERAGE: This is a secondary law enforcement position under the provision of the Civil Service Retirement System (SCRS) 5USC 8336(c) and Federal Employee's Retirement System (FERS) 5 USC 8412 (d).  this position meets the requirements for Special Retirement Coverage (SRC) as a secondary supervisory law enforcement officer position under Title 5 CFR 831.902 and 842.802 for FRERS SRC eligibility, the incumbent of this position must meet all of the prior law enforcement experience and 3-year requirements in Title 5 CFR 842.803.
