Help

As a Budget Analyst, you will perform the following duties:

  • Provide expert budgetary guidance and assistance on development of long-range program and budget plans to support NWS mission; recommend adjustments in complex situations; and control fund allocations across NWS program areas through continual analysis of changing organizational, mission, financial conditions, staffing, Congressional legislation, OMB directives, and DOC/NOAA Budget Office policy/procedural instructions.
  • Develop examination methods and techniques of budgeting for the forecasting of long-range funding needs (e.g., 3 to 5 years or more into the future) and present the finding to the managers of the serviced programs and to budget officials. Use DOC/NOAA systems and tools to lead and perform NWS financial reporting; routine data analysis (trend, variance); and special studies, analysis, presentations, and briefings to resolve complex and unique budgetary problems that conflict with NWS goals and objectives.
  • Plan, prepare, and analyze NWS budget requests to implement Congressional legislation and Presidential budget and program policies. Analyze President's Budget Request and collaborate with NWS Portfolio Directors and NOAA/NWS budget staff to develop narratives, statistical data, exhibits, performance measures, and impact statements and appeals to justify NWS budget requests.
  • Establish and maintain continuous liaison efforts with leadership and technical staff in NWS headquarters, portfolios, regions, programs around the US/world, other federal agencies, and NOAA Budget Office to ensure continuity of efforts for NWS mission with respect to budgetary matters.
Note: These duties are described at the full performance level of the GS-14; the GS-13 is developmental leading to such performance.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13:
SPECIALIZED EXPERIENCE:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience MUST include all of the following:

  • Applying budgetary rules, regulations, and procedures with all phases of the budgeting process to support the programming and budgeting functions of programs; and
  • Recommending any reprogramming of funds and restructuring of programs to ensure adequate and efficient distribution of resources.

To qualify at the GS-14:
SPECIALIZED EXPERIENCE:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience MUST include all of the following:

  • Applying knowledge of an organization's mission, programs, and history sufficient to develop, recommend, or implement budgetary and financial policies; and
  • Providing guidance within the areas of budgetary planning, formulation, and execution to program managers, senior leadership, and other budget analysts.

Non-Competitive Reinstatement to a Higher Grade/Band than Previously Held MUST submit the following documents:
1. SF-50, "Notification of Personnel Action: you must provide the most current Notification of Personnel Action (Form SF-50) that verifies career/career-conditional status, title, series, and highest grade level held on a permanent basis for your previous position. (do not submit an Award SF-50) AND, the SF-50 that verifies your separation date; AND.
2. Performance Appraisal - most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable. Do not submit a performance plan that does not include this information.
