This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a INFORMATION TECHNOLOGY SPECIALIST (APPSW) at the GS-2210-13 some of your typical work assignments may include:

  • Uses technical management skills to support, plan, track, and update progress throughout the software development life cycle with Agile/Scrum methodologies.
  • Participates in systems requirement reviews and systems crucial design reviews, and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
  • Identifies how system modifications or new systems or subsystems affect current systems; prepares cost analysis; establishes target completion dates; and prioritizes proposed system changes or developments.
  • Coordinates with technical support personnel and customer representatives for software development implementation schedules and deployment to production.
  • Prepares system documentation and recommendations for improving software development and configuration management processes in accordance with acceptable industry standards.
  • Serves as a technical expert on audits that involve information management, information security, and telecommunications. Uses Federal Information System Controls Audit Manual (FISCAM) methodology and auditing procedures for evaluating the confidentiality, integrity, and availability of information systems.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Utilizing IT platforms and tools such as Java, Microsoft .net (C# or Visual Basic.net), and front end programming including Javascript-based languages and CSS design.
  • Experience with technical software application requirements and design within one or more IT systems at an enterprise scale.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:

1) Attention to detail - Ensuring statement of work for procurement of products and service, technical documents, or troubleshooting of Information Technology problems are complete, free of error, and uses sound technical judgment.
2) Customer Service - Analyzing, defining, and delivering Information Technology support to organizations, and identifying problems with customer requests in order to achieve the desired product or service.
3) Oral communication - Presenting technical information to non-technicians in order to achieve understanding of desired specification or solutions to problems.
4) Problem Solving - Diagnosis of issues for organizational or installation wide integrated Information Technology systems for compatibility of new technology, capacity issues, or ensure IT systems continue to meet changing mission requirements.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

If selected at Arlington this position is not part of the bargaining unit. The salary range is $112,015 - $145,617.

If selected at Mechanicsburg - This position is part of the bargaining unit/BUS code 063054 Union chapter name is DSCA IM&T Mechanicsburg, American Federation of Government Employees, Local #1156. The salary range is $100,263 - $130,340.

Other Notes:
This position requires the incumbent to possess or attain at least an Information Assurance Technical (IAT) Level II certification within 6 months of entering the position. Employees will be required to sign a Statement of Understanding regarding the certification requirement and maintaining the required certification is a condition of employment.

This position has been identified and will be covered by DoD 8570.01-M, Information Assurance Workforce Improvement Program and requires certification. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Basic-level certification courses within one year.
