Summary

As a Project Manager you will have responsibility for projects assigned, including business management of building projects from the preliminary planning stages through the design, construction, commissioning, and building occupancy stages.

Location of position: PBS, Bipartisan Infra. Law Program, Duty Location to be determined after selection.

Examples of duties include:

  • Act as senior project manager responsible for overall project management of prospectus level, equally complex, or precedent setting projects.
  • Establish evaluation criteria and measurements to assess projects.
  • Implement a system for review, control, and reporting on project status.
  • Determine project risk and assess project activities and resources to mitigate risk.
  • Lead project analysis to determine client facility needs, and identifies key technical and resource personnel to work on various aspects of projects.
  • Direct and perform budget planning and execution to support each developmental stage.
  • Prepare project documents and cost estimates to achieve the goals of the master plan.
  • Determine which phases of the project will be performed in-house or by contract.
  • Work with clients to negotiate and approve a pricing plan, occupancy agreements, reimbursable work authorizations, and project budget.
  • Lead a wide range of disciplines such as building management, realty, engineering and architecture, construction, contracting, leasing, budget, and finance.
  • Negotiate and coordinate project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations.
  • Implements quality assurance processes to ensure the project meets the agreed-to customer needs and contract requirements.
  • Oversees project reviews, including readjustments in funding and timelines.
  • Resolves problems or conflicts to ensure the completion of assigned projects in accordance with established timelines.

The GS-13 salary range starts at $98,496 per year and varies by duty location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.



SPECIALIZED EXPERIENCE:

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: experience utilizing project and program management practices and tools to develop and balance project planning, scope, and quality, and perform actionable risk management reviews throughout multiple real estate projects' lifecycles. Experience must include performing projects’ and programs' financial management and budget tracking, change order and schedule management, and acceleration strategies, as well as experience facilitating coordination of complex issues among project teams, national program offices, other federal agencies, external stakeholders, and/or federal authorities.

Education may not be substituted for experience at this grade level.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Skill in allocating fiscal, staff, and time resources to produce maximum results.
  • Ability to assess project requirements and develop recommendations that meet goals, as well as integrate the goals and objectives of various other stakeholders.
  • Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting are required.
  • Expert ability to effectively manage project financial planning and analysis.
  • Knowledge and understanding of the GSA funding process, the Federal budget process, and principles of budgeting for asset acquisitions.
  • Skill in techniques to negotiate contract costs, prices, and terms to ensure the successful completion of a project.
  • Expert ability to manage projects impacted by multiple competing priorities and requirements, and to successfully integrate these requirements to meet the goals and objectives outlined for development initiatives.
  • Skill in allocating fiscal, staff, and time resources to produce maximum results.
  • Ability to communicate both orally and in writing.
  • Excellent communication skills to interpret and explain highly complex and technical information to a wide range of stakeholders.
  • The use of computers for business and project management applications is required.
  • Mastery of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated major projects from the preliminary identification stage through initiation, planning, execution, and project closeout stages.
  • Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices.
  • Knowledge of procurement principles and procedures and of different types of contracts.
  • Oversees and/or reviews project designs and coordinates development of design and specification packages for purposes of bid and determines construction completion times and prepares/reviews overall cost estimates.
  • Coordinates the activities of the A/E or other appropriate professional service contractors during all phases of the project.
