As a HR SPEC (EMPL BEN), GS-0201-09, you will, provide technical, procedural and evaluative assistance in the area of employee benefits for both Army and Air National Guard organizations. Accomplishes work through the use of an automated personnel system.

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Experiences that prepared the applicant to perform the duties of the position. The applicant's accredited educational-degree study program; or other military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the following specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable position grade and career level.

Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description.

Preferred Experience: At least one year experience providing unbiased advice and consultation based on regulatory guidance for all HR issues; serving as a local representative for HR organizations in local management meetings to include benefit entitlements, and recruitment issues; preparing, monitoring, and tracking actions, conducting follow-up, and keeping customers informed of HR-related developments; providing technical guidance and consultative services on eligibility and enrollment for federal benefits, to include health insurance, life insurance, vision, dental, long term care, disabled veterans leave, Veteran's preference, military buy-back, OWCP, retirement, service computation dates verification, and telework; providing New Employee Orientation to all associated employees and managers to include benefits consultation and all required paperwork assistance and completion. Knowledge of and use of office automation equipment and a variety of software applications to include Microsoft Word, Excel, Outlook, etc


Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

You must provide High School Diploma/GED or Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Additional information

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).

Additional Conditions of Employment:

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
