Summary

As an Information Technology (IT) Specialist you will provide comprehensive hands-on architectural support in new system development and modernizing existing applications.

Location: GSA IT, Solutions Architecture & Modernization Operations Division, Solutions Architecture & Innovation Branch (IDPEA). This is a remote position. The duty station will be determined upon selection.

The Solutions Architecture & Modernization Operations Division, Solutions Architecture & Innovation Branch provides modern and innovative technology solutions in response to the mission of GSA IT and PBS business lines. The strategic focus of this division addresses system silos, consolidating systems per business capabilities, quickly adding functionality with minimal investment using Agile practices, identifying open source and cloud solutions while infusing innovation where possible.

As an Information Technology (IT) Specialist you will serve as a senior Solutions Architect, providing comprehensive hands-on architectural support in new system development and modernizing existing applications through modern technologies and approaches to help solve complex and critical problems to develop cost-effective, viable solutions so that business vision and requirements are addressed correctly.

As an IT Specialist, you will perform the following duties:

  • Oversees all technological integrations, architectures and ensures the described solution adheres to security, contractual, and organizational requirements.
  • Performs technical planning, system integration, verification, and validation, evaluates alternatives including risk cost, supportability, and analysis of entire systems and/or components.
  • Architects new and modernization of existing IT solutions which can include (On-prem, Software as a Service (SaaS), Vendor hosted solutions), to integrate with various GSA solutions (i.e, Authentication, Data Integration, other GSA Applications, etc.).
  • Ensures GSA IT services and software configurations properly interface with other GSA and Government-wide IT systems and associated standards.
  • Hands on experience with development, infrastructure set up, architecture and costing of low-code platforms and AWS and/or GCP cloud development environments.
  • Develops project scopes, project schedules, ensuring proper communication to all relevant stakeholders while ensuring technical feasibility.
  • Responsible for analyzing the technology environment, analyzing enterprise solutions, analyzing, and documenting requirements, creating prototype, controlling solution development.
  • Provides direct analysis and recommendations associated with the implementation or migration of applications/services/capabilities to cloud based services.
  • Possess excellent analytical skills and ability to translate business functionality into clear, precise, and easy-to-read technical architecture diagrams and specifications for technical, business, and executive audiences.

The GS-14 salary range starts at $ 116,393.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

 Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: 

Specialized experience for this position includes experience as a Solution Architect architecting and integrating IT solutions to meet the organizational business requirements. Experience includes experience with a variety of technologies supporting diverse business organizations implementing Commercial off the Shelf (COTS), cloud, open source and emerging technology solutions and initiatives, enforcing IT security policies; architecting and leading large transformation initiatives to modernize complex systems and conducting life-cycle cost studies, alternative analysis and budget formulation.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Skill in IT architecture frameworks, including coordinating implementation of integration services, federal security standards, and system architecture planning.
  2. Knowledge of integrating disparate applications through web services to identify solution options.
  3. Knowledge of virtualized infrastructure, hosting, cloud services, and Software-as -a Service (SAAS).
    Ability to develop, setup infrastructure, architecture and costing of low-code platforms including AWS and/or GCP cloud development environments. Knowledge of Security considerations.
  4. Knowledge of technical concepts of Simple Object Access Protocol (SOAP) and Representational State Transfer (REST) services, Extensible Markup Language (XML) and Java Script Object Notation (JSON) message formats, document Integrations, and building technologies.
  5. Knowledge of project management principles, methods, and practices adhering to Project Management Professional (PMP) methodologies to manage multiple projects and the teams involved for the execution of the projects.
  6. Skill in written communication to produce easy-to read technical architecture diagrams and specifications for technical, business and executive audiences.
  7. Skill in oral communication to present information to internal and external customers on controversial issues to include mediation and negotiation to maintain relationships.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
