Duties

Help

  • Provides overall technical leadership and oversight of transportation, buildings, water, sanitation, and irrigation sector work of MCC staff, consultants, and contractors.
  • Leads teams and engagements in the Practice Unit (Civil Infrastructure) areas of expertise, provides leadership, strategic guidance, and oversight over the execution of the entire Practice Unit, and takes responsibility for the quality of MCC's portfolio in the Practice Unit (Civil Infrastructure) areas of expertise.
  • Provides quality control of MCC staff oversight over the development of projects in the Practice Unit (Civil Infrastructure) areas of expertise, including the analysis of infrastructure sector systems, policies, markets, and institutions; review of project notes and concept papers; assessment of detailed project proposals; as well as project design, conditions precedent, and financing modalities for proposed compact activities.
  • Ensures that MCC's oversight of compact closeout of projects in the Practice Unit (Civil Infrastructure) areas of expertise to ensure successful completion and responsible hand-over to partner government authorities.
  • Collaborates with Resident Country Directors to ensure timely and effective responses to issues regarding the delivery of technical services raised by Resident Country Directors and country teams.
  • Defines and develops MCC's approach within the Practice Unit (Civil Infrastructure) areas of expertise to support MCC compact operations and relationships with partner countries and other development partners.
  • Coordinates knowledge management activities for the Practice Unit (Civil Infrastructure), including the coordination and leadership of conferences, workshops, and other events, as well as publications, lessons learned documentation, policies, procedures, tools, templates, and other documentation.
  • Serves as a recognized expert and senior advisor to agency leaders on issues related to the Practice Unit (Civil Infrastructure) areas of expertise and engages with all levels of management, other Federal agencies and international development partners to ensure policy and program coordination.
  • Performs administrative and human resource management functions relative to the staff supervised ensuring a continuing affirmative application of MCC policies concerning equal opportunity.

Qualifications

To qualify for pay band 2D applicants must meet the following:

Qualifying experience for Pay Band 2D includes one year of specialized experience (comparable to the Pay Band 3A or GS-15 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: leading teams and providing technical leadership and oversight of transportation, buildings, water, sanitation, and irrigation sector work of staff, consultants, and contractors; applying knowledge of the rules, regulations, procedures, administrative policies and laws relating to transportation, buildings, water, sanitation, and irrigation sector aspects of compact development and implementation; representing the organization in external forums vis-à-vis technical discussions, deliberations and other knowledge management activities; and experience with project and program design, development and administration sufficient to plan, develop and coordinate programs and strategies and to formulate civil infrastructure sector initiatives. Note: This experience MUST be well documented within your resume or application.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 15 to be eligible for pay band 2D.

  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
