Directs FEDLINK’S contracting and network operations, to implement program goals, actions, and policies, that have a broad or long-range impact on federal library and information center program development and commercial information services acquisition. commercial information services. Ensures implementation of research and development projects for both the network office and members' individual needs. Manages a multi-year acquisition strategy for FEDLINK members and develops annual acquisition plans for each category of product and service FEDLINK offers. Establishes performance measures, monitors and evaluates program efficacy for the FEDLINK federal library  consortium and to ensure the program continually meets these programmatic and procurement standards. Analyzes federal information community requirements for information resources and other library support services and manages the development and revision of required contract vehicles. Approves all major procurements prior to issuance and ensures adequate controls are in place for all procurements not subject to direct review and approval. Oversees the planning, award and administration of contracts for major, long-term, and complex procurement actions involving multiple contractors and subcontractors.

Directs procurements that include a wide array of complex professional and technical services where there is a lack of precedent and experience. Plans, develops, and establishes the contractual strategy for the overall acquisition program. Determines the types of contracts to be used, and prepares justifications. Has complete authority for all  contractual actions and phases of the program including planning, solicitation, negotiation, award, and contract administration including claims, terminations, and closeouts. Reviews and approves all acquisition plans and contract actions covering the procurement of commercial information services, publications in any format, and library support services. Serves as a lead negotiator and principal expert on complex and unique contract types/terms and conditions.

Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers’ performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management  system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.

Chairs or serves on various intra-LOC committees and task forces dealing with new technologies, policy developments, surveys, and projects designed to enhance the adequacy and efficiency of services. Initiates, establishes, and maintains professional relationships with librarians, cooperative partners, and other specialists in order to establish contacts and share information, as well as to coordinate processes within FEDLINK and between FEDLINK and its partner companies and customer agencies. Regularly explains technical information to individuals or groups.

Advises senior leadership on library consortium and contract matters. Serves as Acting FEDLINK Executive Director as necessary. Presents and advocates to the management on acquisition regulatory and policy trends to secure senior leadership direction. The position provides recommendations, advice, and technical guidance to senior  leadership, staff members, and contractors on acquisition regulatory direction. Briefs FEDLINK Director and management on all phases of acquisition activities. Explains or defends program and program accomplishments on specific acquisition actions.

Serves as an authority on developing and interpreting procurement guidelines, policies, regulations and/or legislation. Develops and issues guidance to explain regulatory and policy changes. The incumbent is guided by, and ensures compliance with pertinent Federal and LOC directives or guidelines. Interprets and implements applicable  regulations and policies. The incumbent has authority to develop and/or modify program parameters to meet the unique needs of FEDLINK library consortium and contract operations by appropriate staffing, establishment of operational policies, initiation and implementation of special projects to enhance operations and address issues.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to direct a major contract and/or network operation.**

Ability to supervise and lead a diverse workforce.**

Ability to serve as a program liaison within and outside the agency.**

Ability to develop and interpret procurement guidelines, policies, regulations and/or legislation.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Education

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
