Because the Office of Congressional Workplace Rights (OCWR) is in the Legislative Branch, its executive positions are not in the Executive Branch's Senior Executive Service (SES). This position, however, is equivalent to a position in the SES. The person selected to be, who will hold the statutory title of Deputy Executive Director for the House of Representatives, will be an attorney with employment law-related experience who is an outstanding manager and leader. This is an incredible opportunity for a seasoned leader to make a real difference in the lives of those who work for Congress.

This Deputy Executive Director (DED), a position created through statute, will serve as the deputy responsible for the program and administrative functions described below. Although the Executive Director (or the Board or General Counsel in certain circumstances) retains ultimate authority by statute, the DED will lead the functions described below and will have the authority necessary to do so. The DED will also work closely with the Executive Director on the entirety of the portfolio to ensure the success of the Office of Congressional Workplace Rights (OCWR) staff reporting through the DED. The following areas fall within the DED portfolio:

  • Through subordinate supervisors, the DED will be responsible for all aspects of administrative and other mission support to the OCWR. This includes IT, finance, human resources, and general administrative support. The DED need not have deep experience in any of these program areas, but absolutely must be able to lead, hold other leaders accountable, and motivate teams so that the OCWR succeeds in its mission.
  • Through a subordinate supervisor, the DED will be the deputy responsible for the public relations efforts of the OCWR. The OCWR's public relations portfolio is vast, including creating annual and mandatory public and congressional reports, posters, brochures, newsletters and bulletins, and audio and video materials. This includes material appearing in media as varied as the Congressional Record and social media outlets. This also includes handling press inquiries. The DED also will be responsible more directly for assisting the Executive Director in interactions with the Congress.
  • The DED will oversee the staff responsible for the OCWR education and outreach program. This staff designs, updates, and executes a multi-faceted education and information program for employing offices and employees covered under the Congressional Accountability Act of 1995 (CAA). This includes in-person large training events, targeted small presentations, and hybrid or online training accessible to legislative branch staff working throughout the United States and abroad.
  • Through a program manager, the DED will be responsible for all aspects of the biennial Congressional Workplace Climate Survey. The CAA requires OCWR to administer such a survey.
  • The DED will supervise the Confidential Advisor program. The Confidential Advisor is an attorney who provides consultation and assistance to covered employees of the legislative branch on their rights under the CAA and on the procedures of the OCWR.
  • In cooperation with the DED for the Senate and the Executive Director, the DED will recommend appropriate regulations or regulatory updates to the OCWR regulations implementing the CAA. Related to this, the DED will work with the other OCWR officers to assist the Board in developing and implementing its legislative agenda.
  • As an integral member of the office's executive management team, the DED will serve as a leadership partner with the Executive Director and other officers to ensure the OCWR meets its mission. To that end, the DED also assists the Executive Director with special projects related to OCWR operations and performs other duties as assigned by the Executive Director.

  • May not engage in, or be otherwise employed in, lobbying of the Congress; and not required under the Federal Regulation of Lobbying Act to register with the Clerk of the House of Representatives or the Secretary of the Senate.
  • May not hold nor have held the position of Member of the House of Representatives or Senator, may not hold the position of officer or employee of the House of Representatives, Senate, or instrumentality or other entity of the legislative branch (other than the OCWR), nor may have held such a position (other than the position of an officer or employee of the General Accounting Office Personnel Appeals Board, an officer or employee of the Office of Fair Employment Practices of the House of Representatives, or officer or employee of the Office of Senate Fair Employment Practices) within 4 years of the date of appointment.
  • Must be a U.S. citizen or otherwise have status eligible for federal employment per Title VII, Sec. 704 of the Consolidated Appropriations Act of 2022.
  • Males born after 12-31-59 must be registered for The Selective Service.
  • Must Successfully complete a security investigation and background check.
  • Must be willing to file statutorily-required Public Financial Disclosure Reports periodically.

Qualifications

  • Strong management, leadership, motivational, communications, and organizational skills, as well as an unassailable level of ethics and integrity.
  • Experience providing the knowledge, skills, and abilities required to successfully perform the duties described above.
  • A demonstrable commitment to the mission of the organization.
  • The ideal candidate also will have a background that includes at least several of the following:
    • Broad knowledge and expertise in the application of employment and labor laws.
    • Experience with the media.
    • Legislative, congressional and/or government relations experience and executive experience.
  • Member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

Education

  • JD from a law school accredited by the American Bar Association.
