Duties

Help

  • Plans, organizes, and directs the activities of 422 CS/SCX.
  • Directs the efforts of the flights in the implementations of communication programs and specials projects.
  • Plans and develops goals, methods, procedures, policies, and techniques implemented on a wide variety of missions, communications equipment installations, and building projects throughout the Wing.
  • Oversees and provides input for preparation of the budget, technical reports, staff studies, and briefings.
  • Serves as technical advisor. Participates in discussions, meetings, committees or special projects briefings and prepares recommendations and reports.

  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Work may occasionally require travel away from the normal duty station.
  • The employee may be required to travel on military and commercial aircraft.
  • Recall to duty may be a requirement of this position. Overtime and/or emergency overtime may be required.
  • Emergency-Essential: The incumbent of this position must meet all requirement of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
  • In the event of a crisis situation, the incumbent or designed alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated may be required to take part in the readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an E-E position and required that the incumbent, or the designated alternate, be removed from any recall status.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must be able to obtain and maintain a Secret security clearance.
  • A pre-employment physical examination will be required if hired from CONUS.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Telecommunications Series 0391. Click here for the occupational requirements for this position.

SPECIALIZED EXPERIENCE: Applicants must have least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; knowledge and application of an extraordinary wide range of industry communications and IT theories, concepts, principles, and practices infrastructure and architecture engineering support to mission partners; performance characteristics of systems, services, communications equipment, and transmission media to evaluate compatibility of new devices, proposals, and approached as they pertain to the development of procedures/policies/practices for local, base and command use.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of wide range of industry communications theories, concepts, principles, and practices; Base and Host Nation procedures, policies, standards, operational requirements. Performance characteristics of systems, services, communications equipment, and transmission media to evaluate new devices, proposals, and approaches as they pertain to the development of procedures/policies.
2. Knowledge of International, Host Nation, Air Force, and local regulations, guidelines, instructions, and policies to ensure that the organization operates within both technical and legal parameters.
3. Knowledge of associated fiscal methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed services.
4. Ability to analyze a variety of unusual communications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major communications systems (e.g., systems compatibility, circuits, switches, distributions, satellite linkages, and networking).
5. Ability to research patterns to develop new methods, criteria, or proposed new communication policies and procedures. Knowledge of safety and security regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions and staff of a small medium sized organizations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
