Duties

Help

As the Associate Program Coordinator (APC) for the Coastal and Marine Hazards Resources Program (CMHRP), some of your specific duties will include:

  • Advises the Program Coordinator for CMHRP in setting scientific direction for USGS coastal and marine research activities and provides strategic guidance for programmatic implementation that includes USGS Coastal and Marine science centers.
  • Represents USGS in collaborations with federal, state, local, and tribal government agencies to ensure program and projects are responsive; to evaluate program and project impact; and to encourage new or enhanced partnerships that increase resource contributions to and enhance impact of CMHRP projects.
  • Provides recommendations on appropriate balance between research and operational projects and effective development of cross-program and cross-center capabilities.
  • Directs new and existing scientific research towards addressing knowledge gaps and producing innovative products.
  • Directs activities that improve reliability, usability, and impact of science-based products and connect USGS experts and expertise to users to help communities anticipate and reduce coastal change hazard threats.
  • Establishes metrics and processes for project and program review and evaluation to ensure program goals are being met, and will provide advice on changes to improve effectiveness, responsiveness and impact of individual projects and the overall programmatic effort.

Qualifications

BASIC EDUCATION REQUIREMENT: At all grade levels, applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

**OR

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics)that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-14 level:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-13 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience would include coordinated planning and execution across a complex organizational structure. Experience will include sustained multi-investigator studies or tasks of marine and/or coastal research, product development, and delivery. Experience solving highly unstructured problems through assessment and selection of technologies, often adapted to new applications. Applicant has demonstrated skills that involve complex human relations requiring effective written and verbal communication of technical principles to non-technical but influential internal and external audiences to demonstrate program relevance. The results of these efforts had significant effects in developing and delivering science products with potential to inform policy and management decisions over a wide region of the United States and provided strategic direction for management and guidance to senior technical experts responsible for implementation. Experience would also include familiarity with budget formulation for a complex multi-objective activity, development of budget justification, and planning and implementing where budgetary outlooks are uncertain.
