Help
  • Coordinates emergency resources and assists with the overall execution of activities of the Rocky Mountain Coordination Center, Aviation Desk.
  • Participates in the allocating resources and prioritizing incidents during periods of fire and non-fire activity and prescribed/planned fires (intra- and inter-geographic).
  • Ensures the appropriate safety measures in the mobilization and demobilization of personnel, equipment, supplies and aircraft utilized in incident support.
  • Coordinates the mobilization, reassignment, and demobilization of resources, taking into consideration an assessment of the value at risk, fire and non-fore conditions/incidents, and changes in priorities.
  • Provides operational oversight, guidance, and limits supervision for up to ten support/supervisory dispatchers and other support personnel during emergency 24-hour/7 days-per-week sustained operations.
  • Provides guidance and determine conformance with established policies, programs and procedures with special emphasis on logistics support and dispatch coordination. (e.g., fire plans, preparedness and readiness, aviation operations).
  • Assists in the development of mission or project plans.
  • Assists in implementation of Multi-Agency Coordination Group (MAC) decisions.
  • Monitors quality contracted call-when-needed, and/or negotiated services for compliance with specifications and work performed in accordance with score of agreement and contracts for incident resources.
  • Assumes responsibility for Operations during the absence of the Operations Manager and may serve as acting Center Manager in his/her absence.
  • Assists in development of office policy and technical guidance of the operational systems, including handbooks, guides, and operational plans and assists in the examination and review of mapping revisions and amendments.
  • Assists with development of the GACC Operations Plan and the Interagency Mobilization Guide.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify for the GS-09 grade level, 1 year of specialized experience equivalent to GS-07 is required. Examples of work experience include, but are not limited to: dispatch and dispatch office functions related to wildland fire suppression activities; may include guidance and direction to subordinate dispatchers.

To qualify for the GS-11 grade level, 1 year of specialized experience equivalent to GS-09 is required. Examples of work experience include, but are not limited to: 1) providing logistical planning and coordination of an interagency logistics dispatch program; 2) assisting with conducting workload analysis and determining level of support for operations and staffing costs; and 3) assisting with implementing and maintaining mobilization plans, emergency and disaster plans, and dispatch policies and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of Education for Experience: GS-09 - Successful completion of at least 2 full years (36 semester hours) of graduate education or a master's degree which is DIRECTLY related to work of the position; OR an equivalent combination of specialized experience and education.

Substitution of Education for Experience: GS-11 - Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR an equivalent combination of specialized experience and education.

Physical Demands: Work is primarily performed in an office setting. Long hours of sitting, intense concentration, and working at peak proficiency level with irregular breaks and mealtimes are frequent, prolonged demands of the job. The incumbent is subject to work shifts of 12-14 hours per day for extensive periods. The work requires active physical capacity with extensive standing and walking.

Work Environment: The work is normally performed in an office but trips to field offices, wildland fire sites, prescribed burn sites, and airports or remote aircraft landing sites are common. There is regular and recurring exposure to moderate risk and discomforts such as high temperatures and adverse fire weather conditions. Flying in small aircraft is common.

This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
