This position is located in the General and International Collections Directorate (GICD), Library Services (LS), in the Library Collections and Services Group (LCSG) at the Library of Congress.

The position reports to the Director, General and International Collections Directorate and may be assigned to work in any division within the GICD. The Administrative Specialist performs administrative management functions and assists directors, chiefs, managers, and supervisors in GICD in planning, organizing and supporting the utilization of personnel related resources to maximize achievement of the goals and objectives of the directorate. The position works closely with other Administrative Specialists and staff in the directorate. The incumbent identifies operational needs and difficulties, and provides articulate, workable advice and solutions for problems. The incumbent maintains effective communication and recommends policies and procedures as needed to improve management effectiveness and efficiency, and to resolve human resources problems expeditiously. With the supervisor's guidance, performs and monitors established administrative management requirements for an organization with few subdivisions or functions, an organization with well- established administrative requirements, or for an organization with more dynamic administrative requirements but performed with the supervisor's review and involvement. This includes applying administrative policies, researching, accessing and interpreting information in various systems such as eManagement, EmpowHR, WebT&A, Momentum, Monster Government Solutions (MGS), and other staff requirements. Drafts correspondences, recommendations, reports, and memoranda related to directorate and/or assigned division management and administrative programs and issues. Provides advice and guidance to managers and employees on routine questions and situations related to the administrative services provided by Office of the Chief Operating Officer.

Carries out assignments that involve the thorough and comprehensive review and analysis of information, identifies, evaluates and develops specific guidelines and procedures to enhance efficient and accurate accomplishment of assignments. Plans, organizes and prioritizes assignments while conforming to varied and constantly changing work conditions and situations. Addresses routine day-to-day operating problems or issues within the administration advisory functions for directorate and/or assigned division, such problems result from specific requests by a supervisor or an employee seeking clarification about Library and division policies or procedures.

Manages the coordination and preparation of all personnel actions, tracking the status from origination to conclusion, to ensure that due dates are met, employees are paid properly, employees are at the proper step and within proper leave categories, etc.; and keeps managers informed of the status of personnel actions. Provides guidance to managers and supervisors regarding personnel and administrative matters, such as classification, leave administration, conduct issues, adverse actions, promotions, training, and staff recognition; and serves as the primary liaison to Human Resources
offices.

Creates vacancy announcements utilizing the agency’s automated hiring system. The incumbent analyzes organizational resources for future programs; and assists managers and staff in projecting staffing needs. Identifies and assists in performing liaison tasks to support human resources administrative activities of a routine nature, such as answering routine questions affiliated with a particular staffing, classification, leave administration, employee relations, or training issue.

The incumbent plans and develops new methods for coordinating the administrative work of an organization with disparate organizational segments requiring administrative controls to accomplish the work of the organization; schedules meetings and makes arrangements, such as preparing agendas, notifying participants, and arranging luncheons and similar matters; develops background information and composes drafts of introduction and speeches to be presented at various meetings by the supervisor.

The incumbent attends and records the minutes of meetings, which are later summarized and distributed; confirms that commitments made at the meetings and conferences are addressed; advises the supervisor of important office matters that arise during his/her absence.

Reviews and analyzes organizational requirements and provides advice of a routine nature to support the procurement process, such as disseminating guidelines to organizational staff on the documentation and justification required for requisitions. Prepares procurement documentation as appropriate.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
