The incumbent of this position serves as the Deputy Assistant to the Administrator in the Democracy, Human Rights and Governance Bureau (DRG Bureau). In this capacity, the incumbent is responsible for providing the executive, managerial and professional leadership required for the effective and efficient administration of the Bureau's policy and programmatic functions.

The incumbent of this position serves as the Deputy Assistant to the Administrator (DAA) for the DRG Bureau and reports directly to the Assistant to the Administrator for the Bureau. The incumbent aids in the performance of the AtA/DRG's responsibilities and duties, with specific responsibility for planning, directing, and supervising.

Has overall responsibility, as well as delegated authority, for the oversight and administration of a highly complex program with the U.S. Agency for International Development (USAID). Primarily responsible for the direction and management of large-scale operations to achieve specified goals and objectives efficiently.

Serves as the Deputy Assistant to the Administrator (AtA) of the DRG Bureau, acting for the AtA when absent, assisting with the management of those Bureau components and represents the DRG Bureau on the AtA's behalf with senior Agency staff and externally, including at the National Security Council.

Supervises the Directors of DRG Bureau offices as assigned by the AtA; provides advice and support to the AtA, represents the AtA in dealing with DRG-specific, agency-wide and interagency issues; oversees the formulation and implementation of DRG Bureau budgets.

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

Current and reinstatement eligible SES must include with your application a copy of your SF-50, Notification of Personnel Action, documenting your SES Career Appointment. To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.

EXECUTIVE CORE QUALIFICATIONS - MANDATORY

ECQ 4 - BUSINESS ACUMEN

This core qualification involves the ability to manage human, financial, and information resources strategically. Core Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS

This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

TECHNICAL QUALIFICATIONS - MANDATORY

You will be evaluated on the following Technical Qualifications:

TQ1 - Demonstrated executive/senior leadership experience designing, managing, and evaluating a range of development cooperation programs in complex operating environments and covering areas related or equivalent to Strengthening Democratic Institutions, Improving Governance and Protecting Human Rights; Improving the Rule of Law; or Combating Corruption. Demonstrated experience ensuring the effective deployment of technical expertise and analysis to support the design, implementation, and evaluation of development assistance programming.

TQ2 - Demonstrated executive/senior leadership experience in analyzing, framing, and implementing policies in complex inter-agency and international environments in order to advance foreign policy objectives, such as proposing solutions to respond to evolving political dynamics, crises, or windows of opportunity. Includes successful experiences presenting and advocating policy positions, preferably
related to democracy, human rights, and governance/international development programs and issues, in inter-agency/organizational fora and with Congress (or other law making body), as well as engagement with other domestic and/or international stakeholders.

You will be evaluated for this job based on how well you meet the qualifications above.
