Duties

Help

The Denver Service Center is the primary project execution office responsible for the planning, transportation, and major construction programs of the National Park Service. The Director manages planners, landscape architects, engineers, architects, and various other professionals within six divisions who accomplish their work in-house, or who oversee and coordinate the work of contracted architectural engineering firms, construction contractors, construction management firms, and other professional consultant firms. The Director's responsibilities include:

  • Oversight of park asset management planning, project design, contracting services, project management, construction management, and information management for the parks and regions within the NPS.
  • Exercises executive control of an organization responsible for providing professional services to seven Regional Offices and the individual parks of the National Park System. Monitors the degree of professional quality and excellence on all projects through close technical associations of the project activities, review meetings, and field reconnaissance.
  • Oversees operations of the Technical Information Center (TIC), the oldest NPS repository for service-wide technical documents and drawings. Effective records management improves NPS's ability to manage its security and infrastructure investments.
  • Responsible for the financial management of the Center, which is funded through a combination of an appropriated Construction Operations budget and project funding.
  • Serves as principal liaison to other organizational units of the National Park System in the planning, design, and construction of facilities. In this role, the incumbent is frequently called upon to explain and defend planning, design, and construction activities to members of Congress and their staffs.
  • Incorporates sustainable practices and materials, climate change science, adaptation, and resiliency strategies into park planning, investment decisions, and construction.

  • You must be able to obtain/maintain a tier 5 background investigation. The position sensitivity is Noncritical Sensitive, High Risk. Selectees may be required to submit to urinalysis to screen for illegal drug use.

Qualifications

To meet the minimum qualifications for this position, you must show that you possess the Technical Qualifications and Executive Core Qualifications listed below. An individual's total experience and education must demonstrate the ability to perform the duties of the position. To be considered, you must submit a comprehensive narrative statement demonstrating that you possess each Technical Qualification (TQ) and each Executive Core Qualification (ECQ). Applicants who do not submit a supplemental narrative statement that addresses each of these factors will not be considered.

Your responses to the TQs and ECQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken.

Mandatory Technical Qualifications (TQs) *Required Documentation*: TQs are designed to assess an applicant's experience relevant to the specific position requirements. Each TQ narrative response must 1) not exceed two pages per TQ for a total of 4 pages; 2) include specific examples of your experience, education, and/or accomplishments; and 3) address specific challenges, contexts, actions, and results.

  1. Knowledge of the principles, objectives, and techniques of planning, construction, and design programs as they affect the management of park resources; the preservation of historical structures; sustainable design; progressive contracting methods that assure the use of new technologies and innovation; and client involvement and satisfaction.
  2. Ability to manage a hybrid office approach to a geographically dispersed staff of professional and technical employees and provide professional consulting services regarding complex projects on a nationwide basis; including the application of quality business practices in the areas of resource management, information reporting, and budget and financial management for a primarily project-funded office.
Executive Core Qualifications (ECQs) *Required Documentation*: The Office of Personnel Management has identified five executive core qualifications (ECQs) that define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and designed to assess executive experience and potential-not technical expertise. Each ECQ narrative response must 1) not exceed a total of 10 pages; 2) include specific examples of your experience, education, and/or accomplishments; and 3) address specific challenges, contexts, actions, and results.

ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ narratives should follow the CCAR format provided at http://www.opm.gov/ses/references/guidetoSESQuals_2012.pdf (Challenge, Context, Actions, Results). Each ECQ and TQ statement should include more than one example of relevant experience.

This is a traditional method announcement, meaning qualification narratives are required. If you exceed the page limit for ECQs and/or TQs your application will not be considered. Candidates must have a proven track record of working with executive teams, possess strong communication and interpersonal skills; have demonstrated knowledge of the laws and regulations governing park planning, design, and construction programs, and formulate general management plans, special studies, and projects. The candidate will have successfully managed a large, geographically dispersed organization and has attracted and retained a highly skilled and diverse workforce. Typically experience will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations.

Each TQ and ECQ are unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. Do not refer to your resume or application to explain your experience or your application package will be considered incomplete and will not be considered. Failure to submit a narrative statement or specifically address the mandatory ECQs and/or TQs clearly is also considered incomplete and will not be considered. As a result, you will be rated as "INCOMPLETE".

If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, youonly need to submit a narrative statement covering each of the Technical Qualifications. You do not need to submit a narrative on the ECQs. SES CDP graduates must submit a copy of their CDP program certification with their package.

--A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS), to a different location at least 50 miles away from the one where his/her position of record is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
