Duties

Help

As the Branch Chief in the Fire and External Hazards Branch, you will provide oversight and supervision to the agency's external hazard analysis and fire safety research programs, including fire modeling, fire PRA risk analysis methods and fire testing programs. You will develop the methods, data, standards, and modeling tools to assess the magnitude and effect of released radioactive material to the environment outside nuclear facilities. You will develop and evaluate pathway models to assess contamination and provide an assessment of source terms from releases. Additionally, as the Branch Chief you will support other offices in the NRC in developing and validating methodologies, models, tools, and supporting data for fire and radioactive releases. Using results of associated research, you will provide recommended improvements to NRC programs and/or processes to achieve outcomes of enhanced safety, efficiency or effectiveness, and risk informed regulations.

Selectee must successfully complete a two-year supervisory trial period, if not previously completed.

Qualifications

In addition to the basic educational requirement, to qualify for this position you must have at least one year of specialized experience at the next lower grade level (14) in the Federal service or equivalent experience in the private or public sector.  

SPECIALIZED EXPERIENCE is defined as: Experience supervising or providing direction, guidance, or leadership to a technical or projects organization, group, team, on policy or technical issues. Experience participating in managing work processes and/or utilization of resources. Experience collaborating with internal and external stakeholders to accomplish goals and objectives. 


The ideal candidate will be able to demonstrate the following:

1. The ability to direct, lead, and manage a diverse technical staff in mission-critical programs with competing deadlines, conflicting resource demands, and changing environments.

2. Demonstrated ability to plan, manage and resolve problems associated with complex and innovative safety research projects. 

3. Demonstrated knowledge and experience in the application of the theory, principles, and practices in the general field of engineering and/or science with general knowledge of the principal features of nuclear facilities.

4. Demonstrated ability to communicate information, ideas, and advice in a clear, concise and logical manner, both orally and in writing, with colleagues, subordinates, NRC management in headquarters or regions, ACRS, the Commission, members of the public, international organizations, representatives of professional groups or other Federal or State agencies.

Education

Education Requirements:

GG-0801 (General Engineering Series) Basic Requirements:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR  Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.

GG-1301 (General Physical Science Series) Basic requirements:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Additional information

The duty location of this position is Rockville, Maryland (Headquarters). In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
