Duties

Help

As a PROGRAM ANALYST - TITLE 5, GS-0343-9, you will collect, interpret, summarize and interpret data and relate it to the organization program. Review, evaluate and analyze obligations and expenditures. Identify and analyze deficiencies in resource consumption, training, workload and scheduling, and valuate deviations to determine cause and impact on missions. Provide recommendations to subordinate organizations for proper management of programs. Recommend funding allocations and monitor expenditure to ensure allocations are being utilized as planned. Report expenditure status to management and National Guard Bureau (NGB). Develop annual budget for programs. Review budgets/funding trends, compile funding projections and prepare funding recommendations. Research and interpret laws, regulations, policies, DA Pams, circulars, and NGB guidance. Provide advice and assistance to management on accountability and legality of operating programs. Verify that obligations and expenditures occur on a timely basis IAW current year program and monthly schedule. Monitor and track obligations and expenditures throughout the execution phase. Investigate and explain deviations from estimates. Develop recommendations to managers for budgetary adjustments. Formulate and review Annual Funding Guidance/Programs (AFG/AFP). Monitor daily expenditure rates associated activity programs. Review and audit funding documents. Develop, collect, and maintain historical data used to initiate planning, programming and execution of training and operation programs. Perform other duties as assigned.

CONDITIONS OF EMPLOYMENT:
May be required to successfully complete a probationary period.

Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility.

Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Financial Management Level 2 Certification: Incumbent of this position is required to comply with all DoD and DoA requirements of this certification program as a condition of employment for this position. Employees must obtain the appropriate certification levels for their positions within 24 months after initial assignment; and, employees must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period.


NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019.

Qualifications

SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Experience with resource management programs, fiscal law, budgeting and accounting procedures. Experience reviewing, analyzing, and resolving conflicts between local and higher regulations and the division to ensure they meet regulatory requirements. Experience properly identifying, maintaining, and protecting official records.

EXPERIENCE REQUIREMENTS:

Education

Substitution of Education for Specialized Experience: To qualify for GS-0343 Title 5 Excepted Service positions, on the basis of completed graduate education listed below:

Master's or equivalent graduate degree

-OR-

2 full years of progressively higher level graduate education leading to such a degree

-OR-

Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must combine education in excess of a 1 full year of graduate level education with specialized experience that equals 100% of the qualification requirements.

To receive credit for education, you must provide OFFICIAL transcripts for validation.
