Summary

The incumbent(s) serve as Program Analyst(s) within the Agricultural Marketing Service's (AMS) National Organic Program's (NOP) Office of Deputy Administrator. The Analysts will provide support to users of the Organic Integrity Learning Center and the Organic Integrity Database, and/or support other customer service and communications needs in the program. Multiple hires possible.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Performing a variety of analytical assignments to improve the efficiency and effectiveness of program operations.
  • Providing agency-level collaborative and technical support for the agency-wide portfolio of trade systems, including import/export certificate systems, data collection and management systems, and international oversight systems.
  • Preparing special reports, conducting administrative research and analysis, analyzing operational trends, and serving as an advisor to management on assigned administrative matters.
  • Serving as the AMS point of contact for all administrative trade import system requests including, but not limited to: provisioning, portal password resets, and semi-annual recertification audits.
  • Serving as the interface between user/ customer groups and IT Teams.
  • Reviewing and testing software to assess whether product meets user needs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates at least 3 of the following:

  • Experience interacting with users to answer questions and administer user accounts for government technology systems.
  • Experience writing executive summaries or papers, user reference guides, correspondence, and/or presentations.
  • Experience generating reports from databases or systems.
  • Experience maintaining system documentation ensuring essential information is readily available for reference and troubleshooting.
OR
A master's degree or b) two full years (36 semester hours) of progressively higher level graduate education leading to a master's degree or c) LL.B. or J.D.

OR
An appropriate combination of specialized experience and education. Note: your combination may be computed by first determining your total qualifying experience as a percentage of the experience required for this grade level; then determining your education as a percentage of the education required for this grade level (only graduate education in excess of 18 semester/27 quarter hours may be used to qualify for this grade level). The total percentages must equal at least 100 percent.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates at least 3 of the following:
  • Experience participating in quality assurance testing of information technology systems.
  • Experience configuring technology systems to align with government's requirements.
  • Experience collaborating with business partners for ongoing system maintenance and to address technical issues.
  • Experience analyzing data to assist in improving efficiency and effectiveness of programs, systems, and/or processes.
OR
A PhD; or three full years (54 semester hours) of progressively higher level graduate education leading to a PhD; or LL.M.

OR
An appropriate combination of specialized experience and education. Note: your combination may be computed by first determining your total qualifying experience as a percentage of the experience required for this grade level; then determining your education as a percentage of the education required for this grade level (only graduate education in excess of 36 semester hours may be used to qualify for this grade level). The total percentages must equal at least 100 percent.

TRANSCRIPTS are required if:
  • You are qualifying for the position based on education.
  • You are qualifying for this position based on a combination of experience and education.
This education must have been successfully completed and obtained from an accredited school, college, or university
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
