Help

The Textile Care Program Manager's focus is the enterprise-wide Textile Care Management Operations including textiles, linens and uniforms essential throughout VHA. A high level of program expertise is required in facets of the EPS program, including resource management, policy and procedure, environmental management, personnel management, and industrial laundry compliance. Duties and responsibilities include, but are not limited to the following:

  • Serves as the authoritative resource and EPS Program Manager for functions as specified in VHA EPS Directives 1850, Environmental Programs Service; 1850.03, Textile Management; and 1850.07, Textile Care Processing Facility Operations.
  • Provides support enterprise-wide in aspects of EPS activities.
  • Planning, developing, administering, and implementing policies and procedures governing comprehensive EPS programs for facilities enterprise-wide.
  • Provides expertise and direction for environmental health and safety management systems enterprise-wide that ensures compliance with The Joint Commission (TJC) standards.
  • Develops minimal technical requirements for textiles, linens, uniforms, chemicals and TCPF equipment and oversees Technical Evaluation Board (TEB) reviews related to proposed acquisitions in compliance with the Federal Acquisition Regulations (FAR) and the VA Acquisition Regulation (VAAR).
  • Independently establishes and directs VISN and field Independent Project Team (IPT) workgroups, made up of subject matter experts, service chiefs, Textile Care Processing Facilities (TCPF) managers or other facility staff to further the development of ways and means to market and improve the delivery of EPS textile, linen, and uniform services throughout VHA.
  • Determines the necessity for site visits for the purpose of improving operational effectiveness, system-wide significance, and impact on the mission of the VA, e.g., legislative initiatives, product and/or systems testing and evaluations, etc.
  • Utilizes EPS-collected data and information in the planning, development, and implementation of systems to provide oversight and information exchange between facilities and networks.
  • Participates directly in total quality management by ensuring that the field facilities are fully informed on TJC standards for accreditation, monitoring compliance indicators, assisting in determining areas of vulnerability, developing methods for compliance improvement, and prepares reports with recommendations for changes.
  • Performs comprehensive program evaluations through site visits to field facilities and provides technical and managerial expertise to facility directors concerning the service program.
Work Schedule: Full-time 8:00 AM - 4:30 PM | Monday - Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Developing policy and administration oversight of a Textile Care Management Program with responsibilities of establishing program requirements; 2) Developing guidance and deploying Textile Care Initiatives and Key Performance Indicators enterprise wide; 3) Identifying gaps in Textile Care operations, Textile Care Processing Facilities, Association of Laundry and Linen Management and expertise in proper; 4) Utilizing expertise in proper provision of Healthcare textiles and linens using Industry Infection Prevention protocols; 5) Conducting assessments of program effectiveness and provides actions for enhancement and improvement in Environmental Program Service programs.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The proper performance of the job is generally accomplished while seated at a desk. Periods of travel are required and the ability to tour large facilities in the performance of inspections is required. The ability to utilize computers, word processing equipment and communications equipment is required.

Work Environment: The work is normally performed in an office setting with adequate lighting and climate controls. While attending site visits, incumbent may be required to enter climate conditions and safety situations that are considered unusual e.g., incumbent may be required to enter work areas for short periods where temperatures could be more than 150 degrees F.
