Duties

Help

Serves as the Division Programs Director, with responsibility and accountability for overall direction, staff management, and program management of the Division's Civil, Military, HTRW, and IIS Programs as well as developmental, management, Congressional defense, and execution of these programs, and its engineering and technical functions including quality process management, technology transfer, and the maintenance and development of technical core competencies within the engineering, construction, environmental, civil works operations, real estate, and planning functions. Programs and projects are funded through multiple sources, Civil Works, DOD, Army, Air Force and others. Manages completion of multi-year programs, within appropriations and constraints, and to targeted quality, costs and schedules. Leads the delivery of $6B annually of engineering services in diverse missions throughout 13 states in the northeast U.S. (25% of U.S population) as well as throughout Europe and Africa (140 countries), comprising USACE's largest major subordinate command with most complex portfolio (about 20% of both Military and Civil Works national programs) Oversees six USACE districts' delivery of critical projects, services and regulatory activities that support more than 50 installations in the northeast, protect America's water resources, restore the environment, and build coastal resiliency. Oversee execution of more than 25% of USACE's national environmental remediation program. Oversees full range of Civil Works execution in all areas including flood damage reduction, harbor and inland navigation, ecosystem restoration, hurricane and storm damage reduction, recreation and full range of water resources Engages about 25% of Congress due to density of population in Northeast US, to include staff of Senate Majority Leader (NY) and Chair of Environmental Public Works Committee (DE). Engages with SES counterparts in three EPA regions, three FEMA regions and USFWS and NOAA regional offices. Serves under broad guidance of the Division Commander, an authorized Major General, with authority for independent and un-reviewed actions and decisions within the overall policies, program objectives, and funding limitations established by higher authority. The incumbent has extremely wide latitude for strategy, final decision and action in resolving critical problems in managing the Military, Civil, Hazardous, Toxic and Radiological Waste (HTRW), Interagency and International Services (IIS) programs, and the engineering and technical activities of the Division. Decisions are accepted as authoritative, and recommendations directly impact the successful accomplishment of the Division's and USACE programs. Completed work is subject to review for attainment of objectives.

  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.

Qualifications

**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ)

All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.

Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. 1 page per TQ. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ 1: Ability to manage the overall direction, program management and execution of the Division's Civil Works (Coastal Storm Damage Reduction, upland Flood Risk Management, Navigation and Aquatic Ecosystem Restoration) and Military Construction Programs (MILCON, SRM, HTRW remediation, real estate) at distributed locations, including OCONUS.

TQ 2: Ability to represents the Division as an authorized technical representative with other regional federal and non-federal entities within the Division boundaries. Ability to participate with the Division Commander on Congressional engagements and to establish working relationship with various functional chiefs, Congressional members and their staffs, other federal departments, and state and local government officials within the Division AOR.
