Duties

Help
  • Ability to provide advice, solicit requirements, negotiate mutually beneficial outcomes, and manage IRM service expectations with senior BLM executives and managers.
  • Work with information technology (IT) such as computer desktop support, IT Help Desk, data networking, telephone systems, systems administration IT security or configuration management.
  • Knowledge of Federal IT policy and principles, including system operations, life cycle management, the Clinger/Cohen Act as set forth by Congress, Office of Management and Budget (OMB), and the Department of the Interior.
  • Ability to negotiate IT performance issues with BLM executives, program managers, supervisors, and managers within and across state boundaries.
  • Knowledge of communication principles, methods, practices and techniques; analytical methods, and interpersonal relations practices, to serve as a spokesperson before representatives of Federal, state and local government, and industry experts.
  • Working knowledge of BLM and Departmental administrative processes, including budget planning and execution, workforce planning, property management, personnel, EEO, and financial management.
  • Knowledge and experience in managing operations in a service delivery IT center.

Qualifications

Candidates must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the competency requirements listed above, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Applying customer support principles for installing computers, troubleshooting computer problems, communicating problem and resolutions to customers, documenting actions taken, providing training and guidance to customers, and assisting other IT specialists in resolving complex problems, i.e., servers, networks, IT security.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.

This is a not-to-exceed 13 months detail/temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. Conversion to Permanent may occur without further competition.
