Duties

Help
  • Regularly consult with senior-level Human Resources Business Partners (HRBP) and HR subject matter experts (SME) and engage the SMEs in the rendering of advisory services regarding the organization goals and HR solutions.
  • Advise on and/or resolve a range of operational and/or strategic HR issues.
  • Research and apply a range of HR principles, policies, methods and practices to identify, assess, analyze, and improve products and services and recommend HR solutions.
  • Gather and analyze information and recommend solutions to resolve complex, interrelated issues and problems.
  • Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers and foster understanding and acceptance of findings and recommendations.
  • Develop and implement processes and clear action plans to ensure a results-oriented focus and maintain quality and timely communication with customers and HR stakeholders.
  • Participate in HR projects and initiatives designed to support the Center's workforce in accomplishing the mission.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level

  • Applying Human Resources concepts, principles, regulations, or policies to well-precedented, recurring issues
  • Performing management advisory services for human resources requests of limited scope

OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field

OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field

OR
d) LL. B or J.D, if related

OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:

a) One year of directly related specialized experience equivalent to the GS-09 level
  • Providing advisory, consulting, or technical services in one or more Human Resources functional areas
  • Applying Human Resources concepts, principles, regulations, and policies to resolve conventional issues and problems
  • Conducting factfinding and recommending solutions to resolve factual, procedural, and/or recurring Human Resources issues
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field

OR
d) LL.M., if related

OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
