This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, National Center for Health Workforce Analysis. This position is 100% virtual and the US location is negotiable after selection. The selected individual may work anywhere in the United States. Work sites outside of the U.S. are prohibited. Your salary will be based upon the locality pay of your work site after selection.

Major Duties


As a Senior Data Scientist, you will serve as a principal advisor on broad issues relating to health workforce data and research proposals, including adherence to formal data governance frameworks.

Your major duties and responsibilities will include:

  • Serving as a senior authoritative source on tasks requiring complex statistical or mathematical analytic techniques, with expertise in applying these skills and techniques to answer questions regarding the health care, health support and public health workforces.
  • Delivering quality, actionable data-based analyses and recommendations to support evidence-based decision making. Monitoring and ensuring consistent implementation of policies related to data collection, purchasing and dissemination, and maximizing NCHWA and BHW data for internal and external users.
  • Providing technical expertise and authoritative advisory services regarding NCHWA Data Initiatives by evaluating current data collection and management efforts to improve data quality and transparency, enhancing data management practices, integrating data delivery, and leading the governance of data management practices. Implementing changes in data governance to improve organizational and program performance.
  • Increasing the effectiveness and efficiency in managing data, analyzing the value of data already available, and collaborating across BHW, HRSA, the Department and other Executive Branch Departments to share data.
  • Using data dashboards and data visualization software such as Tableau or ArcGIS, analytic software such as SAS or SPSS or R or Stata, and health information databases such as those owned by the Centers for Medicare and Medicaid Services to answer data calls and support programmatic changes through evidence.
  • Reviewing and editing comprehensive scientific reports on the health care and health support workforce that interpret data analyses, articulate findings, and incorporate conclusive and specific scientific and policy recommendations.

QUALIFICATION REQUIREMENTS:

OPM basic requirement for all Data Scientist 1560 series positions as stated below:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

NOTE: A copy of your unofficial transcript (or foreign education equivalency) that verifies you meet the education requirement must be included in your application package by the closing date of the announcement. If meeting the basic requirement based in whole or in part on experience equivalent to a major as stated below, your resume must clearly demonstrate the periods of time (month/year). Copies of diplomas are not acceptable in lieu of transcripts as verification of the education requirement.

In addition to the basic education requirement above, to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of minimum qualifying specialized experience equal to the GS-14 level includes performing the following types of tasks on a regular and recurring basis:

1. Using statistical software packages (such as R, Stata, SPSS, SAS, etc.) to conduct quantitative social science analysis and research data studies.

AND

2. Providing expert level statistical technical advice and guidance regarding quantitative statistical methods, skills and understanding of how to employ those skills for the purpose of social science research.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

This position has an education requirement.
