Duties

Help
  • Provide established project management services such as planning, scheduling, estimating, costing, project accounting, change management, and risk assessment where criteria is clearly defined, and specific guidance is available.
  • Establish, maintain, and enforce project standards and monitor for conformance.
  • Work with Project Delivery Teams to develop and maintain project schedules and development of schedule/budget templates.
  • Assist with employee P2 training support to District organizations, coordinating local P2 presentation of courses, maintaining attendance and licensing data, and completing reporting requirements.
  • Prepare and assist with reports that assess status of project funds and interim milestones allocated to District elements, consistent with scheduled work, and measure and monitor performance.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-07 grade level, you must have:

Specialized Experience: One year of specialized experience which includes: preparing reports and assessments/projections for use in budget execution, defense and preparation as well as support assessments; assisting with the planning, scheduling, tracking, budgeting and reporting process for assigned projects for construction or similar projects. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-05).

OR

Education: One full academic year (minimum of 18 semester hours) of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must submit copies of ALL relevant transcripts with your application.)

OR

Superior Academic Achievement: To be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses, OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must submit copies of ALL relevant transcripts with your application.)

To qualify at the GS-09 grade level, you must have:

Specialized Experience: One year of specialized experience which includes: conducting statistical analysis of data to identify trends, current issues and future risks impacting program/project execution; completing efficient and effective coordination of the planning, scheduling, tracking, budgeting, reporting processes and communicating status of assigned projects for vertical construction projects; review and analyzes cost reports to assure charges are authorized and appropriate. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-07).

OR

Education: master's or equivalent graduate degree or two full years (minimum of 36 semester hours) of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must submit copies of ALL relevant transcripts with your application.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must submit copies of ALL relevant transcripts with your application.)

In addition to the qualification requirements listed above, you MUST meet the individual occupational requirements (IOR) for at least one of the qualifying series listed in the Education section below.

Time-in-Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
  • 52 weeks of Federal service at the second lower grade GS-05 (or equivalent) for GS-07.
  • 52 weeks of Federal service at the second lower grade GS-07 (or equivalent) for GS-09.

Education

In addition to the qualification requirements listed above, you MUST meet the individual occupational requirements (IOR) for at least one of the qualifying series below. Please note, you must submit ALL relevant transcripts with your application package.

Basic Requirement for Operations Research Analyst, series 1515:
Education:
Bachelor's degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Basic Requirement for Mathematician, series 1520:
A. Education:
Bachelor's degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
B. Combination of education and experience: courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A. above, plus appropriate experience or additional education.
The total course work in either A. or B. above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Requirement for Mathematical Statistician, series - 1529:
A. Education:
Bachelor's Degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of education and experience: at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Basic Requirement for Statistician, series 1530:
A. Education:
Bachelor's Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.
OR
B. Combination of education and experience: courses as shown in A. above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Basic Requirement for Computer Scientist, series 1550:
Education:
Bachelor's degree in computer science; or at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
