This position serves as the Assistant Chief of the Waterways Management (WWM) and Facility Inspection Division, assessing, managing, and coordinating waterways safety issues and initiatives for the Captain of the Port (COTP), Sector Columbia River zone in support of the Marine Transportation System (MTS).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Drafting and reviewing safety zones, coordinating safety patrols and enforcement with local law enforcement, Coast Guard Station, and Coast Guard Auxiliary waterborne assets.
  • Tracking status and deadlines for all Marine Events and providing detailed briefs to Sector/MSU Command upon request or when incumbent identifies there may be some contentiousness about waterway usage or if some aspect of the permit is non-routine.
  • Managing all Offshore Renewable Energy Installations (OREI) and all alternative energy projects on waters of the United States within the Sector Columbia River AOR.
  • Working in conjunction with Response Department/Enforcement Division to provide policy and guidance on Safety and Security Zones and their enforcement in regard to LNG vessels and facilities.
  • Participating as active member of numerous sub-committees including but not limited to: Managing Board, Anchorages Sub-Committee, Harbor Safety Plan Sub-Committee, Extreme Water Sub-committee, Navigation Sub-Committee, etc.
  • Managing project teams responsible for developing standards and regulations that implement laws and treaty obligations on waterways management issues.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Applicants must have at least one year of specialized experience equivalent to the GS-11 in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Specialized experience include: Overseeing and executing rulemaking to help ensure maritime safety and security; providing guidance in the development of routine Safety and/or Security Zones, Regulated Navigation Areas, Special Local Regulations, other local regulations, and Marine Event Permits.

National Service Experience (i.e., volunteer  experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
