This position serves as the Director, of the Customer Engagement Division in the Office of the Chief Data Officer (OCDO). The Customer Engagement Division is responsible for ensuring that component customers across Health and Human Services (HHS) Office of Inspector General (OIG) are enabled to use data and analytics throughout their work. Responsibilities include synthesizing customer input and demand signals to identify the highest impact work that OCDO can take on, building intermediate-level data analytics capacity in the components, serving as a center of excellence for user research and design, expert communications, and content creation about OCDO's tools and services, and storytelling relating to the impact of HHS OIG's work. Duties of this position include but are not limited to:
  • Directs the development and implementation of products and methodologies that support customer centricity in Office of Management and Police (OMP) and more broadly, OIG. Provides consultative support to all of OIG to assist in problem definition, continuous improvement, and user engagement. Draws from qualitative and quantitative data to derive customer insights and put them into action and tangible products in OCDO.
  • Oversees the training and customer enablement function of OCDO, ensuring the creation and dissemination of a training curriculum designed to improve data literacy across OIG. Builds data communities across OIG by organizing in-person and virtual events, creating forums for data practitioners to learn and share, and by capturing community content for redistribution.
  • Leads the development and implementation of strategic plans and options necessary for executive planning and execution. Assists the OIG senior management group (SESs) in developing the organizational strategic plan and priority outcomes, including related goals and performance measures.
  • The incumbent develops an organizational-wide capability to collect, maintain and report to the executive leadership team data alignment of strategic plan, work plan, ongoing activities, and impact (as aligned to key performance indicators). This includes the development, implementation, and monitoring of outcome measures, measures of performance and measures of effectiveness, in accordance with the Government Performance and Results Modernization Act and OMB Circular All.
  • The incumbent plans, coordinates, and leads meetings, working groups and other forums between components of the OIG and designs the agendas and structure for these forums to facilitate discussions among components to ensure that strategic planning efforts are consistent and cross-cutting and meet the Inspector General's strategic agenda.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience leading matrixed teams in identifying customer insights using qualitative and quantitative data and applying those insights to inform solution development;
  • Experience increasing user adoption of data and analytics focused products or services for a variety of customers and audiences;
  • Experience building and maintaining organization-wide communities to build data-centric products and processes; and
  • Experience building and managing customer relationships across a diverse agency, especially among senior executives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
