As a Human Resources Specialist, you will:

  • Serve as the Program Manager and Agency expert on one or more HR programs, such as workforce flexibilities and benefits, telework, compensation and leave, performance management and recognition, accountability and program evaluation, merit promotion, classification, hiring and recruitment, internal controls and audits, employee surveys and assessments, and other national programs and initiatives.
  • Initiate, plan and carry out studies of major HR systems, procedures and processes which have a significant impact on national HR management programs within FHWA.
  • Gather necessary data and coordinate proposals with appropriate HR officers, specialists, and management officials, and develop and conduct communication strategies for implementation.
  • Serve as the project lead for internal evaluations and review functions, as well as formation of consulting teams or organizational effectiveness teams that provide multidisciplinary advice and guidance to FHWA leadership teams, managers, supervisors and employees.
  • Participate in inter-agency or Department-wide task forces, system evaluations, and studies, representing the interests of FHWA and its employees.

The ideal candidate is a mid-career or senior professional with demonstrated ability to effectively communicate orally and in writing with employees at all levels in the organization. Has experience developing, implementing, and evaluating new or revised HR policies, programs, and/or systems, and has experience consulting with and providing guidance on one or more HR program areas.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.
  • WRITING SAMPLE: If selected for an interview, you may be expected to provide 1-3 written products you have produced as a regular part of your job in the human resources environment.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.  

For the GS-13:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade levelwhich included:

  • Experience in providing advisory and consultation services to include interpreting and analyzing laws, regulations and policies concerning agency and/or Departmental HR issues; OR
  • Experience developing, analyzing, and advising on Human Resources (HR) policy, guidelines and programs, to include rendering authoritative policy interpretations on issues that affect agency level programs; OR
  • Evaluating HR functions and measuring their contribution to HR program mission and operations or similar work; OR
  • Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to further agency program performance.

For the GS-14:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade levelwhich included:

  • Experience in providing advisory and consultation services to include interpreting and analyzing laws, regulations and policies concerning agency and/or Departmental HR issues; AND
  • Experience developing, analyzing, and advising on Human Resources (HR) policy, guidelines and programs, to include rendering authoritative policy interpretations on issues that affect agency level programs OR evaluating HR functions and measuring their contribution to HR program mission and operations or similar work; AND
  • Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to further agency program performance.

You cannot qualify based on education, you must meet the specialized experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  2. Program Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  3. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  4. Interpersonal - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
