As the Diversity, Equity, Inclusion, and Accessibility (DEIA) Program Deputy Director you will oversee the DEIA program, planning, organizing, directing, coordinating, and evaluating the activities of staff dedicated to supporting DEIA. This position leads organizational and cultural changes that support DEIA through policy development, innovative framework to motivate, engage and retain staff.

As the Chief Diversity Officer (DEIA Deputy Director), you will:

  • Plan, direct, schedule and control the work of employees exercising final authority for personnel actions and decision making on problems presented by subordinate staff. This includes counseling and advising employees on work and administrative matters; hearing and resolving complaints and grievances; making decisions on training needs; approving work assignments based on priorities and difficulty of assignments; developing performance standards; and evaluating work performance.
  • Serve as the principal advisor to OIG leadership on DEIA strategy, goals, initiatives and tactics to ensure a diverse and inclusive national Federal workforce while enhancing the mission of OIG. Such work includes developing, updating, and implementing the DEIA Strategic Plan and coordinating program initiatives to drive and integrate DEIA practices throughout OIG that help build a diverse and inclusive workforce, as well as respecting individual organizational cultures while complying with merit principles and applicable Federal laws.
  • Recommend and implement policies, standards, and procedures as well as interpret, and articulate OIG policies, procedures, and guidance that support the Agency's DEIA Strategic Plan. Additionally, you will provide expert advice and recommendations concerning Diversity and Inclusion programming, goals, and objectives.
  • Research and identify aspects of internal and external culture and trends that require change, develop and maintain diversity statistics to measure success of initiatives, and provide feedback to senior management officials. These will also be utilized to help identify training needs.
  • Engage and partner with appropriate internal and external stakeholders in managing and planning programmatic DEIA changes impacting the organization. This may include planning and conducting conferences, workshops, and training sessions for management and employees, and implementing special emphasis programs and employee resource groups to increase awareness and educate the work force regarding minorities, women, veterans, people with disabilities, and other protected classes.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Expereince: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:
  • Leading or overseeing the work of subordinate employees regarding Equal Employment Opportunity (EEO), Diversity, Equity, Inclusion, and Accessibility (DEIA) or equivalent initiatives; AND
  • Leading or implementing organizational and cultural changes that support DEIA; AND
  • Composing oral and written presentations to inform, respond (to inquiries), and to influence and persuade senior officials, managers, and persons; AND
  • Analyzing, evaluating and recommending solutions to policy/program issues.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
  • For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
