The Deputy Assistant Administrator for Programs and Administration (DAA P&A) leads OAR research programs, grant programs, and the administrative, financial, policy, human resources, planning, evaluation, international affairs, communication, and equal employment opportunity (EEO) functions within the Office. The incumbent fully shares in the management of the Office and acts in the OAR Assistant Administrator's absence to complete duties, such as, but not limited to:

1. Responsible for determining future organizational directions; setting priorities on current and future research, and other activities; and allocation of resources.

2. Undertakes special assignments to develop and recommend new or modified policies and programs in areas of a complex scientific and politically sensitive nature. These require the incumbent to work with the Under Secretary, Assistant Secretaries, Deputy Under Secretary, and Chief Scientist to define objectives and to work with the external constituencies to develop the substance of OAR programs; with Congressional and outside interest groups to tailor these programs to the requirements of different constituencies; and other Federal agencies to achieve coordinated research on problems of common interest.

3. Provides policy-level authoritative representation to intergovernmental, national, and international councils and meetings concerning NOAA interests in the areas of oceanic and atmospheric science and technology. This includes the National Academies of Science, Engineering and Mathematics, the National Science Foundation, the Departments of Energy, State, the Interior, and others. Participates in bilateral negotiations and in interagency coordination mechanisms to the extent necessary to assure that programs under OAR cognizance are coordinated with related programs of other Federal agencies.

4. Works with Congressional members and staff and constituency groups to achieve support for NOAA programs.

5. Directly leads, manages, and evaluates research programs to ensure: a) effective and efficient execution of program operations, b) scientific/technical direction of operations is fully responsive to and supports national/agency needs, and c) research results and data are effectively communicated

6. Oversees research grant programs to ensure that: 1) the grants process is an efficient and effective one that reaches out to the most qualified parties in accordance with appropriate regulations, 2) awarded grants fully support NOAA's mission objectives, 3) results from grant funded research fully document the programmatic contribution of this investment.

7. Seeks opportunities to promote collaborative synergies among OAR's Programs, Laboratories, and Cooperative Institutes.

8. Oversees the development and oversight of an integrated OAR-wide strategy that advances NOAA's efforts to develop research into information products and services related to resources and the environment.

9. Ensures that necessary policies and plans are developed and implemented to guide OAR's science portfolio management, evaluation, and transitioning into operations and services.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

SES Executive Core Qualifications (ECQs):

ECQ 1- Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2- Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3- Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4- Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

Professional/Technical Core Qualifications (PTQs):

PTQ 1 - Demonstrated expertise in atmospheric, climatic, oceanographic, physical, chemical, and/or biological sciences with the ability to provide executive leadership regarding the research of environmental phenomena that encompass multiple disciplines.

PTQ 2 - Demonstrated ability in public administration and program operations that support scientific and technical missions at an institution level. This includes setting policy and directing financial and administrative program operations of a scientific, technical and/or research organization.

PTQ 3 -Senior level management experience that demonstrates effective interaction with external stakeholders, the ability to build and maintain collaborations, and the ability to communicate scientific results to a broad range of stakeholders (e.g., scientists, the public, the Agency, Congress, etc.)

NOTE: Responses to PTQs must not exceed 2 pages per PTQ, for a total of 6 pages.

Education

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

or

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Additional information

Background Investigation: This position is designated as Top Secret and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Public Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

Applicants are required to submit a narrative statement for each Executive Core Qualification (ECQ) listed and each Professional/Technical Qualification (PTQ).
If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each PTQ, and you do not need to submit an ECQ narrative.
