Duties

Help

In this position, you will:

  • Serve as a recognized expert and provides leadership and technical direction in the selection, procurement, design, development, implementation, maintenance, and/or enhancement of advanced technology application information system (AIS) projects.
  • Provide project management oversight including project initiation steps such as definition of project purpose, scope, requirements, deliverables, risks, and constraints according to appropriate project management (PM) and system development life cycle management (LCM) principles.
  • Collaborate with Smithsonian management, museums, research institutes and offices, in the analysis, planning, design, development, testing, implementation, maintenance, and enhancement of executive knowledge support systems. Identifies opportunities for integration of existing systems to promote data sharing and reduce maintenance burden; performs data cleanup, standardization, and mapping in relation to system operation, integration, and migration tasks.
  • Conduct technical evaluation studies and technical reviews of both commercial off-the-shelf (COTS) and custom-developed automated information systems.
  • Serve as a liaison between functional and user representatives and technical implementation teams. Contributes to the development of policy documents. Represents the Smithsonian to professional, governmental, and industry organizations.

Qualifications

GS-14 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as experience working with systems and business area representatives in the analysis, development, implementation, refinement, and maintenance of automated information systems; experience in the selection, development, implementation, enhancement, and operation of both commercial off-the-shelf (COTS) and custom-developed complex database-driven automated information systems.

In addition to meeting the Specialized Experience for all positions individuals must have IT related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service: Anticipates and meets the needs of both internal and external business partners and customers (any individuals who use or receive the services or products that your work unity produces including the general public, individuals who work in the agency, other agencies, or organizations outside the Government). Provides information or assistance. Delivers high-quality products and services; is committed to continuous improvement. Effectively manages customer relationships.
  3. Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate. 
  4. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  1. Knowledge of system architecture, software engineering, computer science or a related field.
  2. Skill in management principles and techniques including project management, planning and tracking.
  3. Knowledge of Federal and Smithsonian information technology management policies, procedures, and standards to guide the development of system architecture and software engineering processes that comply with established objectives, procedures, and standards.
  4. Skill in business process analysis, software engineering, testing, and documentation to monitor and provide managerial and business consulting assistance to system development projects.
  5. Ability to communicate orally.
