Summary

You will serve as an Agency FOIA Administrator in the Office of Chief Counsel, Pipeline and Hazardous Materials Safety Administration (PHMSA), the U.S. Department of Transportation. You will undertake analytic and advisory assignments at the direction of management with a focus on Freedom of Information Act (FOIA) responsibilities. You will also be responsible for assisting in the execution of the agency's FOIA program.

Duties

Help

The Government Information Specialist (FOIA):

  • Analyze, evaluate and respond to Freedom of Information Act (FOIA) requests made to PHMSA; prepares and reviews documents in accordance with FOIA policy and makes redactions as necessary before release; determine the amount of fees to be paid by the requester.
  • Consult with PHMSA’s FOIA Officer; Prepare letters releasing, withholding, and redacting material (where required); Explain reconsideration and appeal processes; Analyze reports on FOIA web page activities to monitor areas of high public interest.
  • Examine complaints and compliments received for FOIA service to identify areas for program improvement, and recognizes PHMSA FOIA contacts for outstanding performance.
  • Support the FOIA Officer in ensuring that PHMSA's electronic FOIA reading room has current and valid content, including lists and links, available on-line at all times; assist with completing all reports required by the FOIA, PHMSA, and the DOT; prepare executive briefings on the FOIA program as needed.
  • Assist with training FOIA contact personnel throughout PHMSA Headquarters and Regions in proper procedures to ensure FOIA program promptness and effectiveness.
  • Assist in writing and promulgating a complete PHMSA FOIA reference guide including policy and procedures as a supplement to DOT’s guidance; update and revise as required by changes in law or policy; attends Department-wide meetings with FOIA managers on a variety of FOIA-related issues.

The ideal candidate for this position is a professional with demonstrated experience and knowledge of FOIA rules, regulations and procedures that supplies them with the skills to support the execution of the agency’s FOIA program; and related records management and privacy issues. Experience handling highly technical documents and experience working in FOIAXpress is highly desired.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience analyzing and responding appropriately to Freedom of Information Act (FOIA) information requests and appeals.
  • Experience providing recommendations, technical advice, and assistance to agency program officials and/or attorneys related to FOIA requests and the FOIA program.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience analyzing and preparing Freedom of Information Act (FOIA) responses to  requests that adhere to regulations and FOIA-precedential cases.
  • Experience utilizing the Freedom of Information Act (FOIA) in order to establish, administer, and evaluate the FOIA program activities for an agency.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience analyzing and preparing Freedom of Information Act (FOIA) responses to requests that adhere to regulations and FOIA-precedential cases.
  • Experience utilizing the Freedom of Information Act (FOIA) in order to establish, administer, and evaluate the FOIA program activities for an agency.
  • Experience examining complaints and compliments received for FOIA service.
  • Experience utilizing FOIA tracking, management, and reporting software, such as FOIAXpress.
