Duties

Help
  • Performs work that requires full professional knowledge of the theories, principles, and practices of librarianship.
  • Provides all members of the Military Community with reference/research using text and online searching principles, reader's advisory/selective dissemination of information, circulation, programming and library instruction, marketing/public relations.
  • Performs automation services including ILS maintenance, network operations, and workstation and Internet issues.
  • Supervises assigned staff. Assists chief librarian in overall management of the library.

  • Incumbent may perform physical exertion such as long periods of standing, bending, crouching, stooping, stretching, reaching, pushing of loaded trucks; and recurring lifting of heavy items such as boxes of books or journals.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration
  • Must be able to obtain and maintain a US Army Europe (USAREUR) Certificate of license.

Qualifications

QUALIFICATION REQUIREMENTS:

A master's degree in library science, information services, or information management from an accredited college or university. Additionally, one (1) year of progressively responsible work experience is desired which showcases the ability to perform patron/public services, technical services, and/or library automation service functions. Must be familiar with office software products including Word, Excel, PowerPoint, and Access. Must have the ability to communicate orally and in writing.

Best Qualified criteria:
1. Two years of specialized experience in overseeing, planning, and executing training and instruction courses in person or through online tools such as MS Teams.
2. One year of specialized experience with technical services focused on original cataloging and collection management.
3. One year of specialized experience working with vendors to purchase materials, resources, and supplies.
4. Demonstrated experience in applying a variety of principles, concepts, and techniques to market library programs.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs is authorized, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
