Summary

The Supervisory Assignment Editor (Mandarin) is responsible for the coordination, conception, and implementation of assignments for China Branch's news and long format content coverage for Mandarin audiences. Leads editors, reporters, and contractors involved in story planning for multiplatform distribution which includes, TV, video, radio, web, and social media broadcasts.
Duties included but are not limited to the following:
Serves as Assignment Editor; makes assignments based on content of interest to audiences and news events and developments, considering deadlines and staff capability.
Stays fully informed on all aspects of Service activities and policies and is in charge of day-to-day coverage, taking the lead and closely coordinating with other coverage teams in the Mandarin Service.
Coordinates with news editors regarding top news stories in main or regional line-ups and manages how stories should be further dealt with and on what platform.
Assigns coverage to correspondents, staff reporters and freelancers, determines day-to-day coverage assignments, based on news, issues, trends, developments, and programming needs and
mindful of program deadlines.
Works in close coordination with and follows the lead of other teams in the Service to maintain a balance on distributing news to China. Also works in close coordination with Taiwan and overseas stringers to discuss and decide on the level of coverage needed.
Works closely with news editors to discuss main and regional news line-ups and how these types of stories may need additional (beyond simple text) coverage.
Reviews and edits news items submitted by correspondents, stringers, and other reporters. Works with other editors to ensure incoming stories are properly edited, produced, and distributed to programmers and to meet show deadlines.
Reviews a wide variety of news sources and stays constantly abreast of news events, developments, and trends to have a thorough understanding of what coverage the China Branch needs to produce.
Oversees administrative activities related to funding and training for staff members. Works with China Branch leadership to remain fully up to date on funding for contractors, spending, and what is available to continue the work.
Recruits, trains, and supervises the activities of several journalists, broadcasters, and/or reporters, freelance reporters, correspondents and staff reporters in the Washington Headquarters. These assignments contribute to audio, video, or web material to the VOA Central News Division and other language services of the East Asia & Pacific Division.
This is a public trust position. If selected, this position requires the completion of the SF-86 form.
Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
This position is not covered by a Union Agreement.
This position has been designated supervisory requiring that the selectee, on an initial appointment as a supervisor or manager, serve a one-year probationary period.

Qualifications
Screen out factor: Applicants must have fluency in both English and Mandarin languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.
For the GS-13 position: Applicants must have a minimum of one (1) year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 levelor pay band in the federal, public, or private sectors. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and which is in and/or directly related to this line of work. Specialized experience includes ALL of the following and must be listed in your application to receive consideration for this position:
Experience leading or supervising employees engaged in performing senior level journalism and editorial duties, which include developing strategies focused on content creation and distribution in markets where access to content is limited and challenging, and to ensure relevance to the interests of the target audience.
Experience managing, directing, developing and evaluating a professional staff responsible for broadcast, digital, and journalistic writing and editing.
Expert knowledge of U.S. policies on global issues, such as foreign relations, economic and national security, technology and business/trade policies, and other concerns, to produce programming tailored to the target audience.
Experience establishing and maintaining contact with representatives of the U.S. and international academic entities and business communities involved in China-related developments, which includes topics relevant to Chinese-speaking audiences.
Expertise in Chinese politics and the United States objectives and policy toward China, neighboring countries, the region and the world.
