BLM is seeking dynamic individuals to join the team to serve as a Natural Resources Specialist in the Montana/Dakotas State Office, Division of Energy, Minerals, & Realty, Fluids Minerals Branch located in Billings, Montana. Duties

Help
  • Serves as the coordinator within the fluid mineral program providing technical support by providing technical expertise on policy implementation, oversight, review, and direction relative to multiple use management of resources.
  • Responsible for coordinating the oil and gas lease sale Environmental Assessment (EA) writing and review process including resolving public comments and protests by coordinating with subject matter experts in an interdisciplinary team approach.
  • Provides policy and procedural guidance and technical support to Field Offices on surface use associated with drilling and production activities under the fluid minerals program including certifying I and E surface inspectors.
  • Provides litigation support to DOJ and SOL offices by collecting, compiling and otherwise preparing administrative records, coordinating statements, etc.
  • Manages BLM Montana fluid minerals surface management stakeholders and communications.

Basic Requirements

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

For GS-12: In addition to the above basic requirements, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Analysis, mitigation, and approval of energy related actions. Processing fluid minerals actions. Creating, editing, and modifying proposals regarding NEPA. Working with multiple disciplines in the interdisciplinary natural resource planning process. Identifying environmental problems and violations. Arranging and conducting field inspections of fluid minerals wells, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is a combination of office and field work. Incumbent must be in reasonably good physical condition with stamina required for occasional arduous physical exercise under a wide variety of environmental conditions.

Work Environment: Most of the work is performed seated in an office setting, with controlled temperature and lighting. When fieldwork is necessary, conditions will vary depending on season, but could include temperature extremes from below freezing to over 100 degrees, high winds, and desert and mountain landscapes with steep and rugged terrain with elevations ranging to over 10,000 feet. At times the work may require travel in remote areas on foot or in vehicles, including 2-wheel and 4-wheel drive trucks or ATVs. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. This salary is on the special pay table 0710 based on the duty location of Billings, MT and limited to positions performing work directly involved in the oversight of oil and gas production. In the future, if the position ceases to meet oil and gas production requirements, the employee would be placed on the Rest of US pay table (using Highest Previous Rate after 90 days).
