About the Position:

This position is with Headquarters (HQs), US Army Corps of Engineers, Institute for Water Resources.

The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location.

Position may be filled as a temporary promotion NTE 12 months, by a current permanent Army employee. Temporary promotions for current Army employees, may be extended up to a maximum of five years, and may be made permanent without further competition.

Duties

Help
  • Plans, directs, coordinates, and reviews water resources related data, tools and models, and economic analyses, including cost-benefit, socio-economic, multi-criteria and multi-objective, cost-effectiveness and incremental cost analysis, and risk.
  • Develops economic evaluation related to flood risk management and/or deep draft navigation; may include inland navigation, water supply and reallocation, coastal storm risk management, hydropower, recreation, and ecosystem restoration.
  • Performs innovative and advanced economic analyses, conceptual models, data, tools, and methodologies for water resources project planning and evaluation in support of the Planning and Economic Communities of Practices and USACE Civil Works Mission.
  • Conducts complex economic, financial, and socio-economic studies, as well as implementation of multi-objective planning and impact analysis as required by the Guidelines for planning water and related and resources, and other legislative policies.
  • Undertakes studies which include the economic analysis of major planning or policy issues related to water resources planning or policy guidance.
  • As assigned, serves as project manager and Contracting Officer Representative (COR).

ADDITIONAL ABOUT THE POSITION:

Position is being filled at the GS 12 target GS 13 Grade Level. Duties described reflect the full performance GS 13 level.

Duties will be performed in a developmental capacity under close supervision.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirements for Economist: A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-12 Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes: Assists in research studies pertaining to the complexities of economic and social impact analyses related to projects and activities for the Organization.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

GS-13 Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes: Reviews economic base studies, socio-economic studies, and other special economic studies of existing and proposed water resource projects. Performs advanced economic analyses of evaluation frameworks and methodologies for water resources project planning and evaluation. Makes recommendations which affect current and long-range plans for water and related land resources.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/GS-12).
