This position is located at Department of Commerce OIG,Office of Audit and Evaluation.

As a Student Trainee (Auditor (Performance)), you will:
  • Work as a team auditor under the supervision and direction of a higher grade auditor.
  • Perform specified audit, evaluation, and inspection assignments that facilitate the efforts of the team and provide experience leading to the independent planning and conduct of assignments.
  • Research directives, laws, regulations and operating instructions of Commerce bureaus' activities, functions, and systems.
  • Prepare briefing materials in charts or graphs covering the review status or findings for use by team members in giving presentations or in conducting exit conferences.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Program Requirement: If selected, you must: 1) sign a Pathways Internship Program agreement; 2) provide official documentation of enrollment and registration; 3) provide verification of academic status (transcript) at the end of each academic semester/quarter; 4) participate in mentorship opportunities; 5) complete 40 hours of professional development training; 6) prepare and implement an Individual Development Plan; 7) maintain satisfactory performance; and 8) complete 640 hours of work experience in order to be considered for conversion to a Career or Career-Conditional appointment.

You may be made permanent upon graduation if you meet all qualifications, eligibility, and educational requirements, are recommended for conversion by your supervisor, and funding is available.

Basic Qualifications: You MUST meet the definition of a STUDENT for the duration of your appointment.
1)
The definition of a student is: an individual accepted for enrollment or enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled), including awardees of the Harry S. Truman Foundation Scholarship Program under Public Law 93-842. Students need not be in actual physical attendance, so long as all other requirements are met. An individual who needs to complete less than the equivalent of half an academic/vocational or technical course-load immediately prior to graduating is still considered a student for purposes of this Program.

2) GPA: Every semester, candidates must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale.

To qualify for the GS-05 grade level, you must meet the following requirements:
Researching sources to prepare reports and assist with the reconciliation of data discrepancies.

OR


Education: For the Pathways Internship Program you may qualify based solely on education as follows: Completion of 4 academic years of post-high school leading to a bachelors degree or equivalent degree. (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.)

OR

You may qualify with a combination of qualifying education and experience. (For example: the completion of 50% requirements for a bachelors degree and 6 months of specialized experience.)

For the GS-07: Specialized experience is one full year at the GS-05 level, or equivalent, that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes:
Performing basic finance or audit duties including using audit techniques, and maintaining audit papers.

OR


Education: One full year of graduate level education in a related field; or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); or grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR

A combination of education and experience. Combining education and experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

For the GS-9: Specialized experience is one full year at the GS-07 level, or equivalent, that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes:
Assisting in the preparation of final audit reports and developing a variety of narrative and statistical reports and correspondence.

OR


Education: Master's degree or equivalent or two years progressively higher education leading to such a degree, or an LL.B. or J.D. if related. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR

You may qualify by a combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.



Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
