Summary

This position resides in the Defender Services Office (DSO). DSO administers the federal appointed counsel program consisting of federal defender organizations and private panel attorneys to ensure that the right to counsel guaranteed by the Sixth Amendment, the Criminal Justice Act (CJA), and other statutory mandates are enforced on behalf of those who cannot afford to retain counsel and other necessary defense services.

By fulfilling its mission, the Defender Services program helps to (a) maintain public confidence in the nation's commitment to equal justice under law and (b) ensure the successful operation of the constitutionally based adversary system of justice by which both federal criminal laws and federally guaranteed rights are enforced.

The incumbent of this position will serve as a Financial Analyst on the Administrative Operations Staff financial team. This analyst will be a part of a high functioning team that specializes in the financial management of the defender appropriation's centrally managed funds. This team researches and provides guidance and education to DSO and defender organization staff. The ideal candidate possesses strong communication and analytical skills and is able to efficiently process high volumes of financial transactions. Candidates who are willing to learn, diligent, self-motivated, problem-solvers, and intellectually curious, will thrive in this position.

Duties of the position include, but are not limited to:

  1. Preparing weekly, quarterly, and year-end financial reports and projections to ensure proper monitoring and oversight of DSO's budget and finance.
  2. Reviewing data and reports to ensure all financial transactions have been timely and accurately entered, processed, paid, and de-obligated.
  3. Preparing, processing, reviewing and approving requisitions, obligations, purchase and travel card transactions, invoices, payments, receipts, and travel authorizations and vouchers.
  4. Performing monthly reconciliation of DSO's travel obligations charged to its centrally billed account.
  5. Coordinating and facilitating reimbursable agreements with other agencies, including monitoring quarterly reimbursements.
  6. Learning, researching, analyzing, and timely responding to staff and external questions regarding policies and procedures.
  7. Innovating, developing, testing, and troubleshooting financial reports and automated processes.
  8. Developing and delivering presentations to train DSO and defender organization staff on finance and travel policies and automated financial and travel systems.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience using principles, concepts, and practices of financial analysis to interpret data, provide technical programmatic advice to managers on a wide range of financial and budgetary issues, and present program-related financial documents to a wide variety of audiences.
