Duties

Help

The Criminal Investigator is responsible for supporting and assisting in the planning, coordinating, directing, and conducting of investigations relating to Smithsonian Institution programs.

In this position, you will:

  • Investigate violations or noncompliance with legislative or administrative requirements relating to Smithsonian programs.
  • Investigate alleged violations of other provisions of federal, state, and local statutes affecting labor laws, Smithsonian Institution (S.I.) grants, contracts, and contractors and their employees, criminal statutes relating to falsification of contractor’s payroll, collusive bidding practices, and deviations from or failure to comply with contract specifications.
  • Review and respond to inquiries into alleged violations of S.I. Standards of Conduct by Smithsonian employees.

  1. Must possess a valid motor vehicle operator's license/permit from their state of residence.
  2. Must have successfully completed basic law enforcement training at the Federal Law Enforcement Training Academy (FLETC) or equivalent training at a state or local law enforcement training academy. You must provide proof of successful completion with your application. 
  3. May be required to successfully complete the Inspector General Transitional Training Program at FLETC.

Qualifications

Experience: GS-11: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service. For this position, specialized experience is defined as 1) conducting criminal investigations into fraud or integrity-related offenses; 2) conducting interviews and interrogations; 3) writing investigative reports; and 4) collecting evidence admissible in court. 

OR

3 years of progressively higher-level graduate education leading to a Ph.D. degree

OR

Ph.D. or equivalent doctoral degree

OR

Combination of Education and Experience: Education and experience may be combined to meet the basic qualifications. For a full explanation of this option please see the Qualification Standards. GS-12: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service. For this position, specialized experience is defined as 1) conducting criminal investigations into fraud or other financial or integrity-related offenses; 2) conducting interviews and interrogations; 3) writing investigative reports; 4) collecting evidence admissible in court; 5) drafting and serving arrest and search warrants; and 6) testifying in court or administrative hearings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week. 

You must also meet the following special requirements:

You must pass a medical examination prior to being appointed. This position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with free motion of fingers, wrists, elbows, shoulders, hips, and knee joints is required. Arms, hands, legs, and feet must function sufficiently in order for applicants to perform the duties satisfactorily.

Vision: Sufficiently good vision in each eye, with or without correction. 

Hearing: Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.

Other Medical Requirements: You must possess emotional and mental stability. Any condition that would hinder full, efficient performance of the duties of this position or that would cause an individual to be a hazard to himself/herself or to others is disqualifying.

All of the medical requirements MUST be met at the time of initial examination/test. Applicants failing to meet the medical requirements at the time of their initial examination/test will be considered ineligible for the position.

Additional Requirements: Applicant must have successfully completed basic law enforcement training at the Federal Law Enforcement Training Academy (FLETC) or equivalent training at a state or local law enforcement training academy. You must provide proof of successful completion of such basic law enforcement training with your application.

Applicant must be able to qualify semi-annually with a 9mm semi-automatic pistol and meet the requirements to be sworn in as a Special Deputy U.S. Marshal. 

Must be able to obtain and maintain a valid state motor vehicle operator's license on appointment.

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above.  The applications that meet the basic qualifications will be evaluated further against the following criteria:

  1. Knowledge of the use of criminal investigative information in procurement, administrative law, and personnel matters.
  2. Knowledge of laws, regulations, and decisions relating to methods of conducting interviews, interrogations, surveillance, and preparing and executing search and arrest warrants.
  3. Knowledge of investigative techniques such as search and seizure and collection and preservation of evidence.
  4. Ability in preparing comprehensive, professional investigative reports, which serve as the basis for preparing cases for legal or administrative action.
