Duties

Help

  • Serves as a computer scientist and technical lead for the software development of multiple medium to high cost, medium to high impact, and/or medium to high complexity large scale IT Software Projects or assigned automated information systems (AISs) to support business data customer needs.

  • Provides guidance and direction to portfolio managers and engineers for the development, integration, testing, and sustainment for all software and hardware.

  • Analyzes software and/or hardware problems and provides solutions.  Solves a wide range of complex operational and support problems to meet customer requirements.  Draws upon multiple IT specialties in order to accomplish complex tasks.

  • Works on the application and development of mathematical, statistical and computer simulated models and applications that align the Corporation’s business, data, and technology components to customer needs and IT strategy.
  • Architects, Designs and Develops software applications, including coding, configuration, integration, unit testing, and test automation of software and database components.

  • Plans, organizes, and directs extensive application development efforts for teams engaged in broad programs of applied software research and development and ensures alignment and compliance with FDIC’s Cybersecurity and Privacy program.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements:  Bachelor's degree in computer science or bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

To qualify at the CG/GS-13 grade level, you must have at least one-year of specialized experience equivalent to at least the grade CG/GS-12 grade level in the Federal service. Specialized experience is defined as experience designing and developing software systems that align business, data and technology components to meet customer needs and using approaches that ensure new and existing development and software design activities are integrated with security, privacy and IT operations (such as Software Development Life Cycle or DevSecOps).

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  3. Knowledge of commercially available technologies and services, new and emerging technologies, information technology related trends, and cybersecurity and privacy standards/best practices.

  4. Skill in designing and developing applications using modern technologies and cybersecurity and privacy techniques.
  5. Ability to effectively communicate orally in order to present complex technical information, advice, findings and recommendations to both IT professionals and others during meetings and presentations.
