Duties

Help

  • Plans, directs, and coordinates their work and work performed by others to support the data analysis needs of the OIG's investigations and audit units.
  • Combines multiple voluminous data entries to analyze the data in a meaningful way.
  • Supports the development of OIG business support systems to foster OIG's independence and ensure the safeguarding of OIG data.
  • Advises and/or assists OIG staff in selecting and implementing appropriate data analysis methodologies in accordance with Generally Accepted Government Auditing Standards (GAGAS); Council of Inspectors General for Integrity and Efficiency (CIGIE) quality standards; and professional data analysis standards.
  • Develops the data architecture and conducts statistical sampling for prospective audits in accordance with GAGAS.
  • Leads the analysis and definition of data requirements and specifications by assisting OIG staff in developing an analysis plan, which establishes researchable questions and describes key assumptions, data elements to be analyzed, selection criteria used, and potential analysis to be presented in the product.
  • Represents the OIG as a subject matter expert on complex data analysis issues for engagements.
  • Designs, normalizes, develops, implements and maintains custom databases of varying complexity to compile data for analysis.
  • Takes the lead role in identifying and programming appropriate complex code to perform primary data analysis on a variety of platforms, including Windows, Linux and mainframe environments, in support of OIG engagements.
  • Analyzes relational database structures and system documentation received from respondents and stakeholders to assist in making appropriate data requests.
  • Designs, develops, and maintains OIG data management systems and audit databases.
  • Ensures database performance and recommends improvements to increase efficiency.
  • Anticipates information needs of OIG staff members and facilitates making this information readily available.
  • Utilizes negotiation skills to work with team members and agency officials to obtain access to the information needed to answer engagement researchable questions.
  • Supports the unique needs of the OIG in ensuring the integrity of the data analysis and manipulation conducted by the office.

Qualifications

You may qualify at the PE-3 level, if you fulfill the following qualification requirement:

Basic requirements for Information Technology (IT) Management Series, 2210

You must have:

  • IT-related experience that is demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) and demonstrates each of the four competencies listed below:
Experience demonstrating each of the following competencies:
1- Attention to detail-through when performing work and conscientious about attending to detail
2- Customer service-works with clients and customers to assess needs, provide information or assistance, and resolve their problems or satisfy their expectations
3- Oral communication-express information to individuals or groups effectively
4- Problem solving- identifies problems, determines accuracy of information, uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In additional to the basic requirements above, applicants must meet the specialized experience identified below:

Specialized Experience:
Applicants must posses one year (52 Weeks) of specialized experience equivalent to at least the PE-2B, PT-3, MS-1, or GS-14 level in the Federal service that demonstrates or comparable private or public sector expereince which has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and typically in or related to the position to be filled. Specialized experience is defined as experience (1) determining the appropriate statistical method to analyze and interpret data; (2) applying analytical techniques to identify anomalies in large volumes of data; and (3) leading or overseeing data analysis involving large volumes of data.
