Summary

The International Food Assistance Division, Office of the Deputy Administrator Global Programs, FAS is responsible for the formulation, development and monitoring of worldwide programs under USDA food aid authorities. The International Program Specialist is responsible for managing program requests and the impact on food assistance program development, design, monitoring evaluation, compliance, and reporting.

These positions are located in the USDA South Building in Washington, DC.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Investigates, researches, and analyzes country program requests and U.S. Embassy recommendations in connection with the development and implementation of international food assistance programs under USDA food aid authorities.
  • Negotiates, administers, and monitorsFood Assistance cooperative grant agreements with foreign governments, private voluntary organizations, and the international organizations.
  • Assists in compiling, organizing, and presenting statistical, economic and market development, and background information essential to the selection and implementation of specific country programs.
  • Reviews program reports, budgets and other documents, as assigned and prepares Branch reports, briefs, and analysis required, including those required by Congress.
  • Participates in Branch, Division, Agency and interagency meetings which have an impact on food assistance program development, evaluation, compliance, and reporting.
  • Leads project teams in conducting of reviews of activities and programs to ensure programs are operated in the most efficient manner and provide the best possible services
  • Assures compliance with policy, philosophy, and mission requirements, and responds effectively to changing economic and political situations
  • Experience with international program management to implement, coordinate, and evaluate climate smart technology, agricultural development, food security, trade capacity building and sanitary and phyto sanitary regulatory projects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Provide technical leadership, staff coordination, and consultation experience formulating guidelines, implementing new developments, and providing policy interpretation and recommendations.
  • Experience leading project teams in conducting of reviews of activities and programs to ensure programs are operated efficient and effectively.
  • Ability to interpret and analyze economic and market information and communicate findings and proposals succinctly, both orally and in writing.
  • Analysis, investigation, and resolution of complex, unique, and sensitive international problems and issues, and recommendation of guidance and policy.
Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
