Duties

Help
  • Responsible for the evaluation, recommendation, and implementation of asset management systems for all IT technical assets.
  • Responsible for asset budget preparation, coordination with IT Procurement on receipt of purchase orders, invoice processing and reconciles changes in inventory.
  • Defines requirements for IT asset acquisition and procedures to include management and disposal strategies.
  • Responsible for collaborating with the Division Chief, Customer Support Division and other OCIO leadership to develop and lead the IT asset management strategy.
  • Manages and oversees ITAM Process Activities including: Process Development and Improvement, Business Requirements, Hardware and Software Solution Requirements, Procurement, Asset Receipt, Deployment, Maintenance, Retirement, and Reporting.
  • Interacts and oversees relationships with property custodians. Responsible for managing strategic relationships with OCIO customers.
  • Interfaces and establishes professional relationships with OCIO Budget, Vendor Management, Acquisition Directorate (AQD), and Financial Management Office (FMO) staff that supports finance, accounts payable, and procurement.
  • Provide appropriate support/training to OIG and OCIO staff on what their role would be in asset management (e.g. updating property status, providing input on asset requirements) with respect to onboarding or transitioning employees within the OIG.
  • Responsible for managing and tracking all IT assets, to include physical property and software licensing counts.
  • Works directly with ITAM Administrators to verify, research, and manage all IT asset requirement requests, acting as primary point of contact for Customer Support Division on any projects created due to these requests.
  • Collaborates on a regular (daily/weekly) basis with the Configuration Manager to ensure the Configuration Management Database (CMDB) is accurately maintained and reflects a true record of IT Assets across the enterprise.
  • Oversees software compliance, optimization, and value added into Service Delivery to drive continuous improvement of ITAM function and maintain a healthy Enterprise Licensing Position including collaborating with enterprise software product owners.
  • Responsible for maintaining knowledge of IT industry research and best practices.
  • Develops a repeatable, sustainable technology and digital innovation process or culture within the organization.
  • Briefs leadership and IT Business Planning teams with status of IT Asset Management associated projects or initiatives, level of performance on applicable performance measures, discusses OIG and/or IT concerns, risks or issues requiring attention.

Qualifications

Basic Requirements: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Demonstrated experience performing duties in IT Asset Management to include providing support to personnel in operations related to productivity, purchasing, and maintaining of DoD OIG IT assets. Responsible for the end-to-end tracking and management of IT assets to ensure that every asset is properly used, maintained, upgraded and disposed of at the end of its lifecycle.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
