Help

  • Serves as a senior IT security expert on multiple highly complex IT modernization projects and strategic initiatives involving a broad range of critical issues of national interest. Work includes addressing complex IT subject matters and resolving unyielding problems in IT security.
  • Provides authoritative advice on a plethora of highly complex IT security and issues related to the implementation of long-term IT projects which include: identifying agency needs and requirements; analyzing system requirements and environments.
  • Serve as senior IT expert and authoritative technical consultant to agencies, the employee engages with large and complex agencies to develop and revise highly complex and intricate IT policies, practices, products, services, and strategies based on laws, regulations, business needs, and user needs.
  • Actively engages in the development and interpretation of policies, procedures, and strategies governing the planning and delivery of IT services throughout the larger and more complex customer agencies; provides senior expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applies innovative practices to previously unsolvable problems; and makes recommendations that significantly influence important IT policies, plans, or products at customer agencies. 
  • Serves as a liaison to program personnel within an agency to convey information regarding modern software development best practices, policies, and goals; to clarify procedures; and to interpret directives as needed.
  • Promotes transparency in how decisions are made. Regularly includes others in planning and decision-making.

  • Direct Deposit of salary check to financial organization required.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-15 salary range starts at $117,518.00 per year. Locality pay will be determined once the duty location has been established. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS:

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below.

IT SPECIALIST COMPETENCY REQUIREMENTS: 

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). 
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. 
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. 
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

In addition to the IT Specialist Competency Requirements listed above, you must meet the specialized experience requirements as stated below: 

To qualify, you must have one (1) year of specialized experience at the next lower GS-14. This is defined as having experience in:

  • Delivering modern IT systems, products or services.
  • Designing IT systems, products or services using agile or iterative development methodologies.
  • Overseeing the planning, management, and direction of a program or projects.
  • Building alignment with stakeholders to coordinate, present, defend and negotiate programs, projects, policies and critical issues of significant impact on supported and potential IT systems.
